POWER TO ASSIST MINOR STEVEN WILLIAM RICHWINE IN OBTAINING
HEALTHINSURANCE
Timothy Lee Brandt,petitioner, by and through his undersigned attorneys,petitions the
Court to appoint him with temporary, limited power as set forth more fully below. In support of
this petition,petitioner asserts the following:
1. Petitioner is Timothy Lee Brandt, an adult 52-year-old male, who resides at 765
Baltimore Pike,Gardners,Cumberland County,Pennsylvania. He is a life-long friend of Kenneth
W. Richwine, deceased, and currently is taking care of the daily needs of decedent's minor child,
Steven W. Richwine.
2. Steven Richwine is a 16-year-old unmarried male minor(date of birth February 11,
1997), who resides at 765 Baltimore Pike, Gardners, Cumberland County, Pennsylvania.
3. Petitioner filed a petition with this Court, seeking to be named the guardian of
Steven Richwine on December 19, 2013. Petitioner incorporates that petition herein by reference.
4. Steven Richwine is without health insurance.
5. A hearing date for the determination of the guardianship of Steven Richwine was
set for January 31st. That hearing was moved to February 14m due to conflicts in scheduling;the
hearing date which was set for February 14t1 was moved to March 10h at 10 AM due to conflicts in
scheduling.
6. Petitioner wishes to obtain health insurance for Steven Richwine but is hindered by

his lack of authority to do so.
7. Petitioner, by and through his counsel, has discussed the need for health insurance
with Attorney Grace D'Alo, the court-appointed Guardian Ad Litem.
8. Petitioner asks this Court to grant him the limited power and authority to take any
and all steps necessary to obtain health insurance for Steven Richwine, with appropriate
limitations on the power, as set forth more fully in the proposed Order of Court.
9. Attorney Grace D'Alo, the court-appointed Guardian Ad Litem, concurs with this
request.
WHEREFORE,petitioner Timothy Lee Brandt requests that this Court issue an Order
appointing him the guardian of Steven Richwine for the limited purpose of obtaining health
insurance for Steven Richwine and until such time as a further order of this Court shall be issued.

CONSENT OF PROPOSED GUARDIAN
TO THE LIMITED APPOINTMENT AS GUARDIAN OF STEVEN RICHWINE
Timothy Lee Brandt, the proposed guardian named in the Petition to Have Testamentary
Guardianship Confirmed, agrees to accept the appointment as guardian of Steven Richwine and
avers that:
1. The proposed guardian, Timothy Brandt, is a life-long friend of Kenneth
Richwine, decedent, and resides at 765 Baltimore Pike, Gardners, Cumberland County, PA.
2. Timothy Brandt is currently taking care of the daily needs of decedent's minor
child, Steven Richwine.
3. Timothy Brandt is also the executor of the will of Kenneth W. Richwine, deceased.
4. Kenneth Richwine's last will and testament make it clear that he wanted Timothy
Lee Brandt to assume guardianship responsibilities over Steven Richwine after Kenneth's death.
5. Timothy Brandt assumed such guardianship responsibilities unofficially following
the death of Kenneth Richwine.
6. Timothy Brandt agrees to use his best judgment in obtaining health insurance for
Steven Richwine and will not exceed the limits of the Order signed.
