AND NOW, comes Monroe Township Municipal Authority, of 1220 Boiling Springs
Road, Mechanicsburg, Pennsylvania, by and through its Solicitor, Michael J. Pykosh, Esquire,
and files the following municipal claim against Eileen J. Mangan, adult individual, owning
property located at 16 Sinclair Road, Mechanicsburg, Pennsylvania 17055. Eileen J. Mangan is
the owner of all that certain lot of ground, including any improvements thereon, being more fully
described as follows:
ALL THAT CERTAIN lot or piece of ground situate in Monroe
Township, City of Mechanicsburg, County of Cumberland, Commonwealth of
Pennsylvania, bounded and described according to a survey made by Gerrit J.
Betz, Registered Surveyor, dated October 17, 1979, as follows,to wit:
BEGINNING at a point in the centerline of Sinclair Road (T-568) at the
corner of lands now or formerly of George L. Wagner; said point being measured
115.00 feet to the centerline intersection of Sinclair Road and Nixon Drive;
thence along the centerline of Sinclair Road, South 8 degrees 30 minutes East the
distance of 85.00 feet to a point to corner of lands now or formerly of George E.
Deardorff; thence along said lands South 72 degrees 40 minutes West the
distance of 205.00 feet to an iron pin at the corner of lands now or formerly of
Wayne W. Albert; thence along said lands North 8 degrees 30 minutes West the
distance of 85.00 feet to a hub at the corner of lands now or formerly of George L.
Wagner; thence along said lands North 72 degrees 40 minutes East the distance
of 205.00 feet to a point, the place of BEGINNING.
BEING THE SAME PREMISES which Eileen J. Felmlee, n/k/a Eileen
J. Mangan, adult individual, by Deed dated November 22, 2005 and recorded
November 30, 2005 in the Recorder of Deeds Office in Cumberland County,
Pennsylvania, in Book 272, Page 675, granted and conveyed unto Eileen J.

Monroe Township Municipal Authority hereby files this Municipal Lien for Services and
Sewer Rates levied and assessed from through and including. Said Authority services and sewer
rates were levied and assessed pursuant to Authority Resolution No. 02-04, same being known as
a Resolution of the Board of Monroe Township Municipality Authority imposing user charges to .
be collected from the owner of each improved property served or to be served by the Authority's
sewer system, in conjunction with all prior relevant Resolutions and Ordinances, including,but
not necessarily limited to, Monroe Township Ordinance No. 3 of 1978 and Monroe Township
Ordinance No. 99-6, as amended; and providing for payment and collection of such user charges.
Attached hereto and incorporated herein are the statements forwarded by Monroe Township
Municipal Authority to for sewerage due to be treated from October 1, 2013 through December
31, 2013, which services total is in the amount of four hundred ninety-three and 501100
($493.50) dollars,which sum was duly assessed against, and the real property described herein
from the date of said billing statements as attached hereto, and for which sum, with interest in the
amount of ten(10%)percent, along with penalties and all costs, including attorneys' fees, a
municipal lien is claimed against the above-described real property and premises in accordance
with the Act of May 16, 1923, P.L. 207, §7, as amended, 53 P.S. §7101, et seq, as amended
(Municipal Claims and Tax Liens).

Dear Ms. Mangan:
1 am contacting you on behalf of Monroe Township relative to your sewer account
#682 for real estate owned by you, same being known and numbered as 16 Sinclair
Road. This account is delinquent. As of the last billing notice, same being, dated
November 15, 2013, the delinquency is in the amount of$517.00. The purpose of this
letter is to give you the following three options regarding your past due account:
A. Full Payment of the entire outstanding balance to be made within
ten (10) days of the date of this letter;
B. Contact the Authority to set up a Payment Agreement of a minimum
of$100.00 per month on account of the arrears and required to
keep up with all quarterly charges billed thereafter. The Agreement
must be finalized within ten (10)days of the date of this letter,
C. The lien/sheriff's sale process will immediately commence if there is
no communication from the owner to set up and complete either
option A or B within ten (10) days of the date of this letter.
Option C will result in filing fees, service costs, and attorney's fees. Attorney's
fees that are incurred with respect to the collection of this delinquent account will be
assessed at the current rate. The imposition of assessment of attorney's fees may be
avoided by you making payment in full or executing a Payment Agreement within ten
(10)days of date of this letter.
