Denial was based on information from the state of New York(see attached).The state of New York issued the
suspension on March 11,2014 based on"Failure to maintain continuous liability insurance coverage"on a
vehicle which I sold on August 1,2013. After providing an agreement of sale and a copy of the transferred title
validating the vehicle was sold, the State of New New York then said they will not lift the suspension because
they did not receive the tags.The tags were on the vehicle as acknowledge by the purchaser and according to
the purchaser,were destroyed and this information was provided to the state of New York. In addition to a
number of phone conversations, I have provided two letters with this information,via certified mail,and the

Dear- Motorist
Your right to apply for a driver 's license or learner 's
permit is being denied due to information received from the
State of NEW YORK indicating that your driving privileges
are suspended. This denial is authorized by Section 1572
of the Vehicle Code . You will not be able to apply for a
driver 's license or learner ' s permit until sufficient proof
of restoration is received from the State of NEW YORK .
In order to comply with this sanction you are required to
return any current driver's license, learner's permit and/or
temporary driver's license (camera card) in your possession
no later than the effective date listed. If you cannot
comply with the requirements stated above , you are required
to submit a DL16LC Form or a sworn affidavit stating that
you are aware of the sanction against your driving privi-
lege . Failure to comply with this notice shall result in
this Bureau referring this matter to the Pennsylvania State
Police for prosecution under SECTION 1571 (a) (4) of the Ve-
hicle Code .
WHEN THE DEPARTMENT RECEIVES YOUR LICENSE OR ACKNOWLEDGE-
MENT, WE WILL SEND YOU A RECEIPT. IF YOU DO NOT RECEIVE THIS -RECEIPT WITHIN 15 DAYS CONTACT THE DEPARTMENT IMMEDIATELY.

To Whom it May Concern:
I sold my car on July 31, 2013 to Peddle Automotive. I have enclosed a copy of my
receipt (Bill of Sale) from that sale.
I left the plates on the car and I was told by a Peddle customer service representative
that the plates would be turned into the DMV by Peddle.
After receiving your correspondence, I communicated with Peddle customer service
representative Shane C. on March 20th, who told me that if the plates were not turned
into the DMV by Peddle they were destroyed.
My estranged husband continued to pay for the insurance on the car for several months
after he knew I sold the car, for reasons I do not know. Once we legally separated, I
was no longer authorized to make changes to our car insurance policies and I told him
such.
Please let me know if there is anything else you require from me to settle this matter.

TO WHOM IT MAY CONCERN:
The purpose of this letter is to clarify to the NYS Department of Motor Vehicles (NYS DMV)that
I previously provided proof to the NYS DMV that I sold the subject vehicle and to ask that the
suspension order be lifted immediately.
On July 30, 2013, I sold the subject vehicle through Peddle Automotive.The title was provided
to the purchaser and the plates left on the car. I have attached a copy of the bill of sale. The
buying agency notified me they had destroyed the tags.
I subsequently received a letter from the NYS DMV dated 3/11/14 (attached) notifying me that
my license had been suspended for FAILURE TO MAINTAIN CONTINUOUS LIABILITY COVERAGE.
I responded with a letter on March 23, 2014(attached) and the appropriate part of the form.
PLEASE NOTE THAT I HAVE NOT LIVED IN NEW YORK SINCE AUGUST 1, 2013 AND MY ADDRESS
HAS CHANGED.
I received a second suspension order dated 3/30/14. I assumed that it had crossed paths with
my first letter back to you and that this issue had been resolved.
I recently obtained a PA Driver's License and surrendered my NY Driver' License to the PA DOT. I
subsequently received a letter from the PA DOT(attached) notifying me that my PA license
would be suspended on 6/13/2014 based on information received from the State of New York.
I would like to highlight the following:
I sold the car and surrendered the title and tags to the purchaser. I was not aware of any
restriction that the purchaser could not destroy the tags.
The reason given for the suspension (FAILURE TO MAINTAIN CONTINUOUS VEHICLE LIABILITY
COVERAGE) is not valid. At no time while I owned the vehicle was it without insurance.As
stated in my March 23, 2014 letter back to you, my estranged husband did not cancel the
insurance until January of 2014. I was not authorized to make changes to that policy.
For the reasons above, I respectfully request that you do the following:
(1) Please change my address to the address at the top of this letter so I receive
correspondence from you in a timely manner.
(2)Within ten (10) days of this letter please remove the suspension order and notify me
that the suspension has been removed.
(3) If you are unable to remove the suspension PLEASE NOTIFY ME IN CLEAR LANGUAGE
(NOT A FORM LETTER) WHAT IT IS THAT YOU SPECIFICALLY REQUIRE TO GET THIS
SUSPENSION LIFTED.

I recently received another letter from the NYS Department of Motor Vehicles (NYS DMV) dated
May 1, 2014 (Tab A) related to this issue.
I previously addressed the issues in this letter in a certified letter sent to you on May 13, 2014
and attached at Tab B. I note that I have not received a notice of delivery of my letter to you at
this time. Please consider the information in that letter as a response to your May 1, 2014
letter.
I am providing additional information which I was able to obtain from Peddle Automotive, who
purchased the vehicle from me.Tab C is a copy of the front and back of the title showing a sale
of the vehicle to Peddle Automotive.This title includes an electronic signature of the buyer.
Tab D is a copy of a written electronic conversation I had with Peddle Automotive,the
purchaser of the vehicle, in which their customer service representative confirms that Peddle
indeed purchased the vehicle and that the tags were on it when purchased.
Once again, I would like to highlight the following:
I sold the car and surrendered the title and tags to the purchaser. Your comment that the
registration is still valid is incorrect since I no longer own the car.
The reason given for the suspension (FAILURE TO MAINTAIN CONTINUOUS VEHICLE LIABILITY
COVERAGE) is not valid. At no time while I owned the vehicle was it without insurance. As
stated in my March 23, 2014 letter back to you, my estranged husband did not cancel the
insurance until January of 2014. I was not authorized to make changes to that policy.
For the reasons above, I respectfully request that you do the following:
(1) Please change my address to the address at the top of this letter so I receive
correspondence from you in a timely manner.
(2)Within ten (10) days of this letter please remove the suspension order and notify me
that the suspension has been removed.
(3) if you are unable to remove the suspension PLEASE NOTIFY ME IN CLEAR LANGUAGE
(NOT A FORM LETTER) WHAT IT IS THAT YOU SPECIFICALLY REQUIRE TO GET THIS
SUSPENSION LIFTED. I CANNOT REPORT THE TAGS LOST OR STOLEN BECAUSE THEY
WERE TURNED OVER TO THE PURCHASER.
Please note as well that if I do not receive a resolution to this issue by June 8th, I will be required
to file an appeal with the PA Department of Transportation at significant expense to myself.Tab

The purpose of this letter is to clarify to the NYS Department of Motor Vehicles (NYS DMV) that
I previously provided proof to the NYS DMV that I sold the subject vehicle and to ask that the
suspension order be lifted immediately.
On July 30, 2013, I sold the subject vehicle through Peddle Automotive. The title was provided
to the purchaser and the plates left on thenar. I have attached a copy of the bill of sale.The
buying agency notified me they had destroyed the tags.
I subsequently received a letter from the NYS DMV dated 3/11/14(attached) notifying me that
my license had been suspended for FAILURE TO MAINTAIN CONTINUOUS LIABILITY COVERAGE.
I responded with a letter on March 23, 2014 (attached)and the appropriate part of the form.
PLEASE NOTE THAT I HAVE NOT LIVED IN NEW YORK SINCE AUGUST 1, 2013 AND MY ADDRESS
HAS CHANGED.
I received a second suspension order dated 3/30/14. I assumed that it had crossed paths with
my first letter back to you and that this issue had been resolved.
I recently obtained a PA Driver's License and surrendered my NY Driver' License to the PA DOT. I
subsequently received a letter from the PA DOT(attached) notifying me that my PA license
would be suspended on 6/13/2014 based on information received from the State of New York.
I would like to highlight the following:

You: I was told without written confirmation that my plates were turned in or
destroyed that I have to file a police report for lost or stolen plates in order to
halt the suspension of my license.

You: The NYS DMV
You: I told them that Shane C. had informed me that if the state DMV had no
documentation of the plates being surrendered by you, that they were destroyed. The
DMV said this was an unacceptable response to halt my suspension and that they
needed more documentation.
You: I sent them a copy of my pick-up confirmation and described my discussion with
Shane C.
Allie C: okay, did you make sure to inform the DMV in a timely manner that you have
sold your vehicle?
You: Not timely enough! Because I sold the car with the title, as I was instructed
by Peddle, I was under the impression that the buyer would be transferring the
title.
Mlle c: Oh no! I am sorry about that. we do handle the title transfer but we can't
atually notify the DMV that you have sold your vehicle.
Aliie C: That is a step that has to be done by the vehicle's owner.
You: Can I get a copy of documentation of the transfer of title?
You: I never sold a car before, I was totally confused!
You: They have been informed for quite a while now, but they are not accepting my
bill of sale as sufficient proof, and claim that my registration is still valid.
