MUNICIPAL LIEN FOR SERVICES AND SEWER RATES
AND NOW, comes Monroe Township Municipal Authority, of 1220 Boiling Springs
Road, Mechanicsburg, Pennsylvania, by and through its Solicitor, Michael J. Pykosh, Esquire,
and files the following municipal claim against Russell E. Reese, owning property located at 925
Nixon Drive, Mechanicsburg, Pennsylvania 17055. Russell E. Reese is the owner of all that
certain lot of ground, including any improvements thereon, being more fully described as
follows:
ALL THAT CERTAIN lot of land situate in the Township of Monroe,
County of Cumberland and Commonwealth of Pennsylvania, more particularly
bounded and described as follows to wit:
BEGINNING at a point in the center line of a fifty (50) feet wide right-of-
way on the plan of lands of Helen Myers in Monroe Township, recorded in the
Office of the Recorder of Deeds in and for said County of Cumberland in Plan
Book 3, Page 80, at corner of other lands of the Grantee said point being 1001.37
feet measured westwardly along the center line of said right-of-way from the
western line of Williams Grove Road; thence along said lands of the Grantee
sough 7 degrees 45 minutes East 447.5 feet, more or less, to the line of lands now
or late of Sinclair Oil Company; thence along said line of lands now or late of
Sinclair Oil Company south 73 degrees 30 minutes west 85 feet to a point; along
the line of lands of Carl Myers, now or about to be conveyed to Ellsworth
Graffmyer, north 7 degrees 45 minutes west 439 feet, more or less,to a point in
the center line of said 50 feet wide right-of-way; thence by the said center line of
said right-of-way north 67 degrees 45 minutes east 85 feet to the point or place of
BEGINNING.
BEING THE SAME PREMISES which Russell E. Reese, Administrator
of the estate of Rudy E. Reese, late, by Deed dated July 29, 2011 and recorded
March 8, 2012 at the Recorder of Deeds Office in Cumberland County,

Pennsylvania, as Instrument Number 201206952, granted and conveyed unto
Russell E. Reese, a single man.

Monroe Township Municipal Authority hereby files this Municipal Lien for Services and
Sewer Rates levied and assessed from through and including. Said Authority services and sewer
rates were levied and assessed pursuant to Authority Resolution No. 02-04, same being known as
a Resolution of the Board of Monroe Township Municipality Authority imposing user charges to
be collected from the owner of each improved property served or to be served by the Authority's
sewer system, in conjunction with all prior relevant Resolutions and Ordinances, including, but
not necessarily limited to, Monroe Township Ordinance No. 3 of 1978 and Monroe Township
Ordinance No. 99-6, as amended; and providing for payment and collection of such user charges.
Attached hereto and incorporated herein are the statements forwarded by Monroe Township
Municipal Authority to for sewerage due to be treated from July 1, 2013 through September 30,
2013,which services total is in the amount of five hundred and 67/100 ($500.67) dollars, which
sum was duly assessed against, and the real property described herein from the date of said
billing statements as attached hereto, and for which sum, with interest in the amount of ten(10%)
percent, along with penalties and all costs, including attorneys' fees, a municipal lien is claimed
against the above-described real property and premises in accordance with the Act of May 16,
1923, P.L. 207, §7, as amended, 53 P.S. §7101, et seq, as amended (Municipal Claims and Tax
Liens).

Dear Mr. Reese:
I am contacting you on behalf of Monroe Township relative to your sewer
account#668 for real estate owned by you, same being known and numbered as
925 Nixon Drive, Mechanicsburg, PA 17055. This account is delinquent. As of the
last billing notice, same being dated August 15, 2013, the delinquency is in the amount
of$524.17. The purpose of this letter is to give you the following three options
regarding your past due account:
A. Full Payment of the entire outstanding balance to be made within
ten (10) days of the date of this letter;
B. Contact the Authority to set up a Payment Agreement of a minimum
of$100.00 per month on account of the arrears and required to
keep up with all quarterly charges billed thereafter. The Agreement
must be finalized within ten (10)days of the date of this letter;
C. The lien/sheriffs sale process will immediately commence if there is
no communication from the owner to set up and complete either
option A or B within ten (10) days of the date of this letter.
Option C will result in filing fees, service costs, and attorney's fees. Attorney's
fees that are incurred with respect to the collection of this delinquent account will be
assessed at the current rate. The imposition of assessment of attorney's fees may be
avoided by you making payment in full or executing a Payment Agreement within ten
(10) days of date of this letter.
