STATEMENT OF VALUE, 1337 KINER BLVD., CARLISLE, PA 17015
My name is Robert C. Gottshall,Jr. My address is 214 Siddonsburg Rd., Dillsburg, PA
17019.
I have been engaged in building, remodeling, and maintaining structures, including
properties such as the residence of the decedent,for over thirty years. I do not have a
professional appraiser's license, but from my experience I am very well acquainted with the
prices that can be obtained for homes such as the one in question at 1337 Kiner Blvd., Monroe
Twp., Cumberland County, Carlisle, PA.
The property in question was built in the 1960's. In all significant respects it still is a
1960's era building.
The kitchen is still the original one, with 50+year old cabinets, formica countertops, etc.
It is by no means a "modern kitchen" such as purchasers would be looking for. In addition, it is
too small, 13' x 9'6", to be improved to meet contemporary styles. [See picture attached as
Exhibit "A-1"].
There is only one bathroom. This room likewise is "1960's era," with the original
washbowl and tub. The dimensions are 9'x5'. [See pictures attached as Exhibits "A-2" and "A-
3"
Similarly, the furnace is over 25 years old, not updated. It is oil fueled, rather than being
cheaper gas fueled.
The property sits at a low elevation in a flat area, and at certain times the owner is
required to pump water from the basement, often for months at a time, requiring a generator
when the electricity goes out.
In the late 1960's the person who then owned the property and who was not a mason
or construction worker attached a one-car garage to the house. Although the garage is quite
functional, any prospective buyer would notice and be adversely influenced by the long, wide
crack in the garage floor, apparently caused by lack of support/inadequate footers. This is
visible at the front of the house before the garage door is opened, and anyone can see it is
much larger once the interior of the garage is available to view. See Exhibit "A-4." In addition,
the obvious lack of uniformity of the mortar line near the bottom of the construction at the
right of the door for vehicle entry detracts from the value. See Exhibit 'A-5." Further,the
garage has only a single-vehicle space.

The same former owner also installed a front porch, with concrete floor and no footers.
The porch floor has sagged and cracked, as had the adjoining concrete walk. Red exterior
carpet has been placed over the crack in the porch, but it is still apparent to any visitor. [See
Exhibit "A-6" and "A-7"].
A further detractor from value is the non-insulated picture window, which allows cold
draft to enter the living room [Exhibit "A-8"].
The property in question (Cumberland County Tax Parcel 22-25-0047-007) was deeded
to decedent's daughter, Susan J. Trego, on April 4, 2013, less than one year before decedent's
death. Please see print out of information copied from on-line assessment records attached as
Exhibit "A-9."
Please see also Exhibit "A-10," the assessment record for the home directly across the
road at 1340 Kiner Blvd., Cumberland County Tax Parcel 22-24-0771-006. This home at 1340
Kiner was also built in the 1960's, at approximately the same time as the subject property.
Although the assessment records list its size as approximately 240 square feet smaller they are
essentially the same size. Indeed, 1340 Kiner Blvd. has 1 %Z baths, instead of 1 (only 1 in the
subject home).
In addition, 1340 Kiner Blvd was significantly updated in recent years, with new kitchen
cabinets, new heat pump, and considerable work on the floors and bedroom and bathroom
areas. Also, 1340 has a fireplace, but the subject property, 1337, does not.
1340 Kiner Blvd. was on the market for over a year before it was sold for$155,000 on
March 30, 2014 (1 %2 months after the death of decedent). Please see again the assessment
printout and also Zestimate printout showing sale price and a picture of 1340, attached as
Exhibit "A-11."
Importantly, the assessed values of both of these properties, 1337 and 1340 is high.
Although 1340 sat for over a year without selling and finally sold for only$155,000, it is
assessed at $164,700.
The subject property is assessed even higher at$175,700. The decedent had not
appealed at the time of the most recent assessment. It is believed she could have had it
reduced if she had done so.
Based upon all of the foregoing information and based upon my years of constructing,
remodeling, maintaining, and rehabbing properties and on my familiarity with the prices such
properties in the Carlisle area are able to bring on the market, I can state with reasonable
certainty that the subject property, 1337 Kiner Blvd., would, at the most, have brought
$147,500 on February 8, 2014, the date of death of decedent. If within weeks of decedent's
death, the better, more attractive and extensively updated property across the road, 1340

Kiner Blvd., brought only$155,000 after over a year on the market, there is no way the
property in question, 1337 Kiner Blvd., would be worth more than $147,500. Further, even if
the somewhat comparable property across the road had not been sold, I can state with
reasonable certainty that, in the open market, 1337 Kiner Blvd. would not have been worth
more than $147,500.
(It should be noted that the lot size of the two properties is the same. 1340 is .69 acre
according to tax assessment records. The subject property, 1337 Kiner, is .68 acre, according
to the same records. Thus variation in size of the parcels does not account for the fact that
1340 is worth more. The difference is the greater value of that house).

I, BETTY J. GOTTSHALL, of Cumberland County, Pennsylvania, declare this to
be my Last Will and Testament and hereby revoke all prior Wills and Codicils.
1. I direct that all my just debts, funeral expenses and administrative
expenses shall be paid from my estate as soon as practicable after my death. It is my
wish that upon my death,my body shall be buried at Saint Peter's Lutheran and United
Church of Christ Cemetery, West Cameron Township,Northumberland County,
Pennsylvania.
2. I direct that all real property and all personal property that I own at the
time of my death shall be given, devised, and bequeathed to my son,Robert C. Gottshall,
Jr., and my daughter, Susan J. Trego, in equal shares,per stirpes, with the exception of
the real estate located at 1337 Kiner Blvd., Carlisle;PA 17015, which shall be given to
my daughter, Susan J. Trego, if I have not already deeded the aforementioned property to
her.
3. I appoint my son,Robert C. Gottshall, Jr., and my daughter, Susan J.
Trego, as Co-Executors of this my Last Will and Testament.
4. The Executor or Executrix of this Will shall have the power to distribute
my estate in cash or in kind, or partly in either.
5. I direct that no Executor or Executrix acting under this Will shall be
required to enter bond in any jurisdiction.
6. I recommend that my Personal Representative retain the law firm of Allied
Attorneys of Central Pennsylvania, LLC to probate my estate.
