On August 22, 2011 Donald Harvey was admitted to the Holy Spirit Behavioral Health
Unit after making statements at the local senior center that he was going to kill himself.
At the time he had been living in his own home with a caregiver that not only took over
the house by moving her family in but also was in control of his finances. He received
minimal care and was financially exploited. He had previously attempted suicide on
November 20, 2010 by drinking antifreeze.
On November, 1, 2011 a temporary Guardianship hearing was held before Judge
Edward Guido. He appointed the Cumberland County Aging and Community Services
as Mr. Harvey's Temporary Guardian of Person and Estate. The Permanent
guardianship hearing was held on December 2, 2011 and the Agency was appointed.
PERSON
At the time of the guardianship, Mr. Harvey was a resident at the Keller House, a senior
apartment house. The Agency then transferred him to Stonehedge Personal Care
Home in Perry County. He was later hospitalized and had surgery for an aortic
aneurysm. Following the surgery he was admitted to Claremont Nursing and Rehab
Center where he still resides.
At the time of his admission, he was diagnosed with hypertension, coronary artery
disease, s/p coronary artery bypass, edema, hx stomach ulcers, ambulatory
dysfunction, arthritis, s/p spinal fusion, hx prostate cancer, high cholesterol, major
recurrent major depression, suicide ideation. During this period, he was also diagnosed
with abnormal posture and GERD.
The seat belt alarm was discontinued since he no longer makes attempts to get out. He
has not had any behavioral issues during this period.
In January he was given a chest X-ray due to congestions. This was negative but the
physician did order he be placed on 40 mgs of Lasix and inhaler treatments every 4
hours for 3 days.

Donald seems more tent this year with less agitation and more talkative. He
occasionally attends activities but never really participates. His favorite activity is sitting
in his lounge chair with a fluffy pillow and the TV on.
He is able to feed himself but usually tires prior to finishing so someone then helps him.
There are currently no new health concerns.
Donald's son Scott usually calls once a week and they have nice conversations.
It is the request of the Cumberland County Office of Aging that the agency retain
Guardianship of Person for ponald Harvey. The Claremont Nursing and Rehabilitation
Center has demonstrated an adequate quality of care for his medical problems. We
believe, therefore, that Donald Harvey should continue to reside in that nursing facility.
ESTATE
Donald receives 4 checks toward his income which are currently Social Security which
is $1389, Central PA Teamsters Pension of$304, State Employee Retirement of
$397.57 and CUNA Mutual $137.93 for a total of$2228.50.
Monthly expenses include his room and board at Claremont at $1945.44, Freedom Blue
Insurance of$183.50, guardianship fee of$100 to Cumberland County Aging. He also
has copays towards his medications and had various medical bills not covered by
Medicare or his insurance. Occasional payments were paid to the Keller Apartments.
The final payment will be made in Dec. 2014.
The process of having his house fore-closed upon is still ongoing. It will soon go up for
Sheriff sale.
It is the request of the Cumberland County Office of Aging that the agency retain
Guardianship of Estate for ponald Harvey. Attached is a financial summary of Donald
Harvey income and expenses. Also attached is a spread sheet representing his
checking account register.
