Gouse was present and represented by Robert Kline, Esquire, and at which evidence was presented by the Petitioner in support of the petition, the Court finds that Mrs . Gouse is an incapacitated person and she is adjudicated as such. Cumberland County Aging and Community Service located at 1100 Claremont Road in Carlisle, Pennsylvania, is appointed plenary guardian of her person and estate on a temporary basis . This temporary basis shall be reviewed in 6 months ' time . It is noted Mrs . Gouse ' s desire is to live independently and the circumstances of factors including the condemnation of her home, scramble to find suitable interim living arrangements, and unknown personal and financial resources are noted as the reasons for establishing this only as a temporary guardianship. It is found based on th2 diagnosis of Dr. Royer that Mrs . Gouse is suffering from a form of dementia manifesting itself prominently with delusions and the Doctor ' s long-term prognosis is � ` �- unfavorable; however, this is not a long-term care treating physician and the temporary nature of the guardianship should allow more informed analysis of Mrs . Gouse ' s health and needs . At this point, it is determined that Mrs . Gouse ' s ability to receive and evaluate information effectively and communicate decisions is impaired to such a significant extent that she is unable to manage her financial resources and unable to meet minimal essential requirements for her physical health and safety. The Court is not closing the door that she has the ability if provided with appropriate assistance to meet minimal requirements for her health and safety that would allow her to live independently or semi-independently. The appointed temporary guardian is appropriate to serve as the guardian of Mrs . Gouse ' s person and estate having been qualified under the statute to do so and shall serve without bond. Aging and Community Services should receive compensation for its services in the amount of $100 per month or 10 percent of Mrs . Gouse ' s gross monthly income, whichever is less .
