In accordance with your request to Wilbert Diehl, I personally viewed the above
captioned property with you on January 17, 2001 to estimate its Market Value.
Market Value is defined as "The most probable price which a property should bring in a
competitive and open market under all conditions requisite to a fair sale, the Buyer and
Seller each acting prudently and knowledgeably and assuming the price is not affected
by undue stimulus."
The shown has been arrived at after careful study of the location, type of improvements,
their physical condition and their present use. Therefore, I believe it to reflect a true
measure of the Market Value as of 18 February 2000.

The subject property is located in South Middleton Township, Mt. Holly
Springs, better known as 235 Mill Street.
The purpose of the appraisal is to estimate Market Value of the property
for Inheritance Tax.
Market Value is defined as "At a given time, the highest price estimated in
terms of money which a Buyer would be warranted in paying and a Seller
justified in accepting, provided both parties were fully informed, acted
intelligenUy and voluntarily and further that all rights and benefits inherent
in or attributed to the property were induded in the transfer."
The function of the appraisal is its utilization as a guide to establishing'
value under current market conditions.
The property rights appraised are assumed to be fee simple in ownership.
The area is Urban in character with some of the surrounding land being
used for agriculture purposes.

this property is in the Industrial zoned area.

Deed Book "N" Volume 31 page 977 records Tract NO.1 as having
0.2802 acre and Tract NO.2 having 0.4101 acre with a total lot size of
0.6903 of an acre.
The dwelling is a one story brick rancher with a 10' X 12' frame/aluminum
addition for laundry room, 52 gal. electric water heater, outside entrance
and a 1 car enclosed carport without front enclosure. The roof over the
structure is asphalt shingle which was installed in 1995. In the late 1950's
the dwelling was built and has 1240 sq. ft. of living space.
The house consists of the following rooms: KITCHEN with plywood
cabinets, electric range, porcelain double drain sink, built-in glass
cabinets, pantry / closet and linoleum flooring; LIVING ROOM, hardwood

A survey of properties that have sold was used in arriving at this

sound and disposing mind, memory and understanding, do make,
publish and declare this as and for my Last will and Testament,
hereby revoking and making void all former wills and codicils by
me at anytime heretofore made.
FIRST. I order and direct that all my just debts and
funeral expenses be paid by my personal representative or

shares. If either of my said children should fail to survive me,
I give, devise and bequeath his or her share unto such of his or
her children who shall survive me, absolutely and in fee simple,

SIXTH. I order and direct that any estate, inheritance or
similar tax due as a result of my death with respect to any
property passing as a result of my death, shall be paid from the

PETITION FOR SUBSTITUTION OF PERSONAL REPRESENTATION AND
REVOCATION OF LETTERS TESTIMENTARY
AND NOW, comes the Petitioner, Kay Wise Rhinehart, by her
Attorney, Dale F. Shughart, Jr., Esquire, and petitions this
Court to remove George F. Wise, deceased as personal
representative of the Estate of Anna Marie Wise and to substitute
Kay W. Rhinehart, and in support thereof, avers as follows:
1. Your Petitioner is Kay Wise Rhinehart, an adult
individual residing at 114 Red Tank Road, Boiling Springs,
Pennsylvania, 17007.
2. Anna Marie Wise died on February 18/ 2000.
3. Under the Last Will and Testament of Anna Marie Wise,
dated December 23/ 1993/ duly probated to Cumberland County
Estate Number 21-01-96 on January 23/ 2001/ Letters Testamentary
were granted to her son, George F. Wise, by the Register of Wills
of Cumberland County, Pennsylvania.
4. George F. Wise died on April 16/ 2001. His Will has
been probated in Cumberland County, pennsylvania, to Estate
Number 21-01- 0424 and his wife, M. Louise Wise, has been
appointed as his executrix.
5. At the time of the George F. Wise's death,
administration of the Estate of Anna Marie Wise was incomplete.
6. Petitioner is a party in interest, being named as
alternate personal representative under the afor~said Last Will
and Testament of Anna Marie Wise.

7. Removing George F. Wise as personal representative and
substituting Kay Wise Rhinehart will allow timely administration
of the Estate of Anna Marie Wise to continue.
WHEREFORE, Petitioner respectfully request this Honorable
Court to enter an Order removing George F. Wise as personal
representative of the Estate of Anne Marie Wise and authorizing
the Register of Wills of Cumberland County to grant new Letters
Testamentary to Kay Wise Rhinehart as the alternate personal
representative named under the Last Will and Testament of Anna
