Aliens may be admitted to citizenship after having resided in the United States for five years,and in the State or Territory in which the application is made,for one year next preceding the filing of such application. This declaration must be made at least two years before applying for final admission;except as provided by section 2167 U. S. Statutes. Admission to citizenship can only be granted by some court of record,having competent jurisdiction, before which the appli- cant must appear and file his written application,and produce evidence to the satisfaction of the court in support thereof. Clerk of the court has no power to grant admission to citizenship. See revised statutes of the United States,sections 2165 to . 2174 inclusive;and for penalties for violating naturalization laws, see sections 5395 to 5429 inclusive.
