For dates of death on or after July 1, 1994 and before Jan. 1,1995,the tax rate imposed on the net value of transfers to or for the use of the surviving spouse
is 3 percent[72 P.S.§9116(a)(1.1)(i)].
For dates of death on or after January 1, 1995,the tax rate imposed on the net value of transfers to or for the use of the surviving spouse is 0 percent
[72 P.S.§9116(a)(1.1)(ii)]. The statute does not exempt a transfer to a surviving spouse from tax,and the statutory requirements for disclosure of assets and

For dates of death on or after July 1,2000:
• The tax rate imposed on the net value of transfers from a deceased child 21 years of age or younger at death to or for the use of a natural parent,an
adoptive parent,or a step-parent of the child is 0 percent[72 P.S.§9116(a)(12)].
• The tax rate imposed on the net value of transfers to or for the use of the decedent's lineal beneficiaries is 4.5 percent, except as noted in[72 P.S.§9116(a)(1).
. The tax rate imposed on the net value of transfers to or for the use of the decedenYs siblings is 12 percent[72 P.S.§9116(a)(1.3)]. A sibling is defined,
under Section 9102,as an individual who has at least one parent in common with the decedent, whether by blood or adoption.

; under all conditions cequisite to a fair sale, the buyer and seiler, each acting prudenlly, knowledgeably and assumingihe price is not
-- affected by undue stimulus. Impiicit in this definition is the consummation of a sale as of a gpecified date and the passing of title from
seller to buyer under conditions whereby:(1)buyer and seller are rypically motivated:(2)both parties are weli informed or well advlsed,
and eaCh acting in what•he consides his own best interest;(3)a reasonable time is ellowed for exposure in the open markex(4)payment
is made in terms of cash in U:S,dollars or in terms of financial arrangements camparable thereto;and(5)the price represenu the normal
consideration for the properry sold unattected by special or creative financing or sales concessipns*granted by anyone-associated with the
sale.
"Adjustments to the comparables must be made for speeiai or creative financing or sales concessions. No adjusunents are necessary for
those costs which are normally paid by seilers as a result of tradiUon or law in a market area;these costs are readily identifiable since the
seller pays these costs in virtualry all sales transacGons. Special or creabve financing adjustments can be made ro the comparable properry
by comparisons to financing terms offered:by a third parry insptutional lender that is not already involved in theproperry or transaction. My
adjustment should not be.eaiculated on•a-mechanical dollar for dollar cost of thefinancing or concession but-the dollaramount of any
adjusment should approximate ihe markeCs reaction to rte financing or concessions based on the Appraiser's judgment
