For dates of death on or after July 1, 1994 and before January 1, 1995, the tax rate imposed on the net value of transfers to or for fhe use of the surviving spouse is 3%
[72 PS. ~9116 (a) (1.1) (i)J.
For dafes of death on or after January 1, 1995, the tax rate imposed on the net value of transfers to or for the use of the surviving spouse is 0% [72 P.S. 99116 (a) (1.1) (Ii)].
The statute does not exemDt a transfer to a surviving spouse from fax, and the statutory requirements for disclosure of assets and filing a tax return are still applicable even if
the surviving spouse is the only beneficiary.
For dates of death on or after July 1, 2000:
The tax rate imposed on the net value of transfers from a deceased child twenty.one years of age or younger at death to or for the use of a natural parent, an adoptive parent,
or a stepparent of the child is 0% [72 P.S. 99116(a)(1.2)].
The tax rate imposed on the net value of transfers to or for the use of the decedent's lineal beneficiaries is 4.5%, except as noted in 72 P.S. 99116(1.2) [72 P.S. 99116(a)(1)].
The tax rate imposed on the net value of transfers to or for the use of the decedent's siblings is 12% [72 P.S. 99116(a)(1.3)]. A sibling is defined, under Section 9102, as an
individual who has at least one parent in common with the decedent, whether by blood or adoption.

Pennsylvania law requires that all real estate be valued as of the most recent county-wide reassessment. The last
reassessment, or tax base year, was 2000. Since the last reassessment in 2000, properties ha.ve been assessed at 100% of
Year 2000 value (the 'Pre-Determined Ratio"). The new tax base year will be the Year 2004, with the new asse$86d values
becoming effective for the 2005 tax year. The Pre-Determined Ratio remains at 100%. Your new assessed value equals your
Year 2004 market value..
When the new 2004 tax base is determined after this reassessment, all taxing districts are required by law to lower the
millage rate by the same proportion that the tax base went up, The Jaw provides that in the first year after reassessment
(2005), the county and all townships and boroughs may not increase overall revenue on their existing taxbase by more than
five percent (5%) and school districts may not Increase overall revenue on their existing taxbase by more than ten percent
(10%). The county and the other taxing bodies will make these decisions next year, and may choose not to increase overall
revenue. Of course, some individual's taxes will go up or down by more than those percentages. The essential point Is that
an increase in market values 40es not necessarily mean a corresponding increase in taxes. Individual changes in
taxes will depend upon a specific property's change as compared to the overall change for the taxing district.

herein described together with the hereditaments and appurtenances unto the Grantees and to the
Grantees' proper use and benefit forever.
AND the Grantor covenants that, except as may be herein set forth, it does and will
forever specially warrant and defend the lands and premises, hereditaments and appurtenances
hereby conveyed, against the Grantor and all other persons lawfully claiming the same or to claim
the same or any part thereof, by, from or under it, them or any of them.
In all references herein to any parties, persons, entities or corporations, the use of any
particular gender or plural or singular number is intended to include the appropriate gender or
number as the text of the within instrument may require.
Wherever in this instrument any party shall be designated or referred to by name or general
reference, such designation is intended to and shall have the same effect as if the words "heirs,
executors administrators, personal or legal representatives, successors and assigns" had been
inserted after each and every such designation.

LAST WILL AND TESTAMENT
OF
MARY R. LIBHART
I, Mary R. Libhart, of Camp Hill, Cumberland County, Pennsylvania, being of sound and
disposing mind, memory and understanding, do hereby make, publish and declare this my Last Will and
Testament, hereby revoking any and all prior wills and codicils thereto by me at any time heretofore made.
FIRST
I direct that all my just debts and the expenses of my last illness and funeral shall be paid from the
assets of my estate as soon as practicable after my decease.
I authorize my personal representative to expend funds from my estate, in such amounts as my
personal representative shall consider necessary and desirable, for the purchase, erection and inscription of
a suitable marker for my grave.
SECOND
I give and bequeath all automobiles, household effects and other tangible personal property, not
including cash or securities, owned by me at my death, together with all policies of insurance thereon
equally, to my children, Mary Ann Beard and John W. Libhart.
THIRD
I give and bequeath the residue of my estate, of every nature and wherever situate, as follows:
a. The sum of$l,OOO.OO to each of my grandchildren, Erica Libhart and Jason Libhart.
b. The sum of$l,OOO.OO to my church, The Good Sheperd Catholic Church, Camp Hill,
Pennsylvania.
c. The remainder to be equally divided between my two children, Mary Ann Beard and John W.
Libhart. Ifmy son, J01m W. Libhart, fails to survive me his share shall be

distributed to his children per stirpes. Ifmy daughter, Mary Ann Beard, fails to survive me,
her share shall be distributed to her husband, Daniel Beard.
If neither JOM W. Libhart nor any of his children survive me, his share shall be distributed to my
daughter Mary Ann Beard. If neither Mary Ann Beard nor Daniel Beard survive me, her share shall be
distributed to my son Jolm W. Libhart.
FOURTH
All principal and income, until actual distribution to the beneficiaries, shall be free of the debts,
contracts, assignments, alienations and anticipations of any beneficiary, and the same shall nolt be subject
to any levy, attachment, execution or sequestration.
FIFTH
I direct that all taxes that may be assessed in consequence of my death, of whatever nature and by
whatever jurisdiction imposed, shall be paid from my residuary estate as a part of the exp~nses of the
administration of the estate.
SIXTH
My personal representative shall have the following powers in addition to those vested in them by
law and by othcr provisions of this Will:
A. To retain any or all assets of my estate, real or personal, without regard to any iprinciple of
diversification, risk or productivity.
B. To invest in all forms of property as my fiduciary may deem proper, without rtgard to any
principle of diversification, risk or productivity.
C. To purchase investments at a premium or discount.
D. To exercise all rights of a security holder or shareholder in any corporation; to give proxies;
to join in any merger, consolidation, reorganization, voting trust plan, or other concerted
action of security holders; and to delegate discretionary duties with respect thereto.

E. To sell at public or private sale, to exchange or to lease, for any period oftimq, any real or
personal property, and to give options for sales, exchanges or leases, for SUC~1 prices and
upon such terms or conditions as my personal representative deems proper.
F. To allocate receipts and expenses to principal or income, or partly to each.
G. To borrow money from my corporate fiduciary or others and to mortgage or pl~dge any real
or personal property as security therefore, in my personal representative's solei discretion.
H. To compromise any claim or controversy without order of court or cofisent of any
beneficiary.
1. To exercise any option, right or privilege granted in insurance policies or ~rising from
ownership of investments.
SEVENTH
I appoint my children, Mary Ann Beard and John W. Libhart, my Co-Executors, of.his, my Last
Will and Testament.
EIGHTH
My Executors shall not be required to post security in any jurisdiction.
