Over many years, General and Mrs. ToWer arranged thelr estate affairs so that their estates would not be subject to probate and so that any death-related taxes would be mimmized. Hence, no federal tax return was required to be filed under federal law, and no such return was filed. Under these circumstances, neither the state of California nor the state of Oregon imposed a filing requirement, either. Thus, no state law inheritance tax returns were filed and no state law inheritance tax was imposed on either estate.
