Dear Mr. Blumer:
I am not certain what the new Act means when it refers
to the appointment of counsel "in appropriate cases."
I have no intention, as of this time, in appointing
counsel to represent Mr. Bollendorf.
Thank you for reminding me that the Act now requires
the court to be notified by petitioner that counsel has not been
retained.
