PETITION PURSUANT TO P A.R.C.P 430 FOR CJ1
SPECIAL ORDER DIRECTING METHOD OF SERVICE
The Family Law Clinic on behalf of the Petitioner, Rochelle Leftenant, adult half-
sibling of the minor child, respectfully requests this Court to enter an Order directing
method of service on the putative father, believed to be David Conti, by publication, once
in the Carlisle Sentinel newspaper and once in the Cumberland County Law Journal, and
in support of the petition states the following:
The Petitioner averred in her pleadings that:
1. Petitioner is Rochelle Leftenant, adult half-sibling of the minor child, whose
current address is 700 Cumberland Point, Mechanicsburg, Cumberland County,
Pennsylvania 17055.
2. The minor child is Fatima Richardson, born May 29, 1992 and currently resides at
700 Cumberland Point, Mechanicsburg, Cumberland County, Pennsylvania
17055.
3. The minor child's mother, Roxanne Richardson, died on September 19,2005.
4. Petitioner believes that the father of Fatima Richardson is David Conti, who lived
in New York State approximately 13 years ago. Petitioner is unsure of the correct

Verification
I verify that the statements made in this Petition for Special Order Directing
Method of Service are true and correct to the best of my personal knowledge and belief. I
understand that false statements herein are made subject to the penalties of 18 Pa. C.S. ~
4904, relating to unsworn falsification to authorities.

no known way to contact him.
5. The minor child needs a guardian to be appointed as the child has no parents
available to provide for her care and custody.
6. Petitioner does not know where the father of the minor child resides.
Furthermore, Petitioner has no way of obtaining such information.
WHEREFORE, Petitioner requests that this Court enter an order directing method of
service of the Petition for Guardian of the Person of a Minor as follows: by publishing the
Notice attached hereto as "Exhibit A", once in the Cumberland County Law Journal and
once in the Carlisle Sentinel newspaper.

TO: The Putative Father, believed to be David Conti, who had sexual relations with
Roxanne Richardson on or about 9 months earlier than OS/29/92.
NOTICE IS HEREBY GIVEN to the putative father, believed to be David Conti, of
minor child, Fatima Richardson, of hearing to be held in Courtroom #5 of the
Cumberland County Courthouse, Carlisle, PA 17013, at 10:30 a.m. on the 26th of May,
2006. The Child was born in New York. The hearing is on a Petition for Appointment of
a Guardian of the Minor Child. The court directed service by publication in order to serve
the Father of the minor child, Fatima Richardson. Any man known to be the Father of
minor child, Fatima Richardson, is ordered to attend the hearing
