AND NOW, this 3RD day of May, 2006 comes the guardian,
Constance E. Stoneroad, of Keystone Guardianship Services, of
the above-captioned incapacitated individual, and respectfully
requests that this Honorable Court grant her request to invade
assets held in the Guardianship of Mary Dugan, to ensure
liquidity of funds from which to pay her debts, daily living
expenses and prepaid burial arrangements. In support thereof,
said guardian avers as follows:
1. An Inventory of Assets for Mary Dugan was prepared by
Keystone Guardianship Services on March 31, 2006, as set forth
on Exhibit "A" attached hereto and incorporated by reference.
2. A three month activity report as filed with the Register
of Wills of Cumberland County on this same date for Mary Dugan;
as set forth on Exhibit "B" attached hereto and incorporated by
reference.
4. The American General Life Insurance Policies totaling an
estimated value of $3,531.77 and a Halifax National Bank Savings
Account in the amount of $65,470.71 are the Principal assets

The monthly expenses are approximately 3,691.35; as set
forth on Exhibit "D" attached hereto and incorporated by
reference.
WHEREFORE,

aforementioned
guardian
respectfully
requests this Honorable Court enter an order allowing her to
invade the Principal in order to maintain sufficient liquidity
from which to satisfy the debts and living expenses of Mary
Dugan.

GUARDIAN'S COMMENTS:
First: Review of the accounting of the previous guardian raised a question of excessive fees,
in particular the amount taken for the sale of the real estate and the amount paid to someone for
services while a monthly fee was charged by the guardian.
Second: We have petitioned the court to allow for a prepaid burial account, upon approval of
the same, the insurances held in the account will be cashed and the proceeds used toward the
payment of the prepaid burial expenses.
Third: As we were not given a lump sum of money without determination of income and
principal at the onset of the Guardianship, principal was expended. We have petitioned the court
to allow further expenditure of Principal in order to meet anticipated expenses.
I verify that the foregoing information is correct to the best of my knowledge, information and belief;
and that this verification is subject to the penalties of 18 Pa. CSA. S4904 relative to unsworn
falsification to authorities.
