AND NOW, thi~day Of~' 2006, upon consideration of the within Petition, the
appointment of William J. Peters, Esquire, Joseph C. Phillips, Esquire, Michael R. Bonshock, Esquire,
Stephen F. Moore, Esquire, and Adam L. Seiferth, Esquire, as workers' compensation counsel to the
Board of Commissioners of Cumberland County is hereby approved. As special counsel, they shall serve
at the pleasure of the Board of Commissioners.

CUMBERLAND COUNTY, PENNSYLVANIA

PETITION FOR APPROVAL TO ENGAGE SPECIAL COUNSEL
AND NOW, comes the Board of Commissioners of the County of Cumberland, by and
through the County Solicitor, Edward L. Schorpp, Esquire, and requests approval for
engagement of special counsel upon the following:
I. The County of Cumberland is self-insured for workers compensation claims and the
County requires the services of defense counsel when claims are asserted.
2. The cost of legal services provided by defense counsel is paid from the workers
compensation self-insurance fund.
3. Because the County is self-insured, it selects defense counsel, unlike the typical
circumstance where claims are insured by a private carrier which controls the selection of defense
counsel.
3. The time commitment required of the duly appointed County Solicitor and his Assistant
in the provision of legal services to the County does not permit sufficient time to be allocated for the
defense of workers compensation claims.
3. The Board of Commissioners has agreed to retain the services of William 1. Peters,
Esquire, Joseph C. Phi\1ips, Esquire, Michael R. Bonshock, Esquire, Stephen F. Moore, Esquire, and
Adam L. Seiferth, Esquire, all of293l North Front Street, Harrisburg, PA 17110, to render legal services
on workers' compensation matters at the hourly rate of$125.00 per hour.
4. Section 904 ofthe County Code, 16 P.S. ~ 904, requires the approval of the Court of
Common Pleas for the appointment of special counsel.
WHEREFORE, the Board of Commissioners of Cumberland County respectfully requests, Your
Honorable Court to approve the appointment ofWi\1iam J. Peters, Esquire, Joseph C. Phillips, Esquire,
