For dates of death on or after July 1, 1994 and before January 1, 1995, the tax rate imposed on the net value of transfers to or for the use of the surviving spouse
is three (3) percent [72 P.S. 39116 (a) (1.1) (i)].
For dates of death on or after January 1, 1995, the tax rate imposed on the net value of transfers to or for the use of the surviving spouse is zero (0) percent
[72 P.S. 39116 (a) (1.1) (ii)]. The statute does not exemot a transfer to a surviving spouse from tax, and the statutory requirements for disclosure of assets and
filing a tax return are still applicable even if the surviving spouse is the only beneficiary.
For dates of death on or after July 1, 2000;
The tax rate imposed on the net value of transfers from a deceased child twenty-one years of age or younger at death to or for the use of a natural parent, an
adoptive parent, or a stepparent of the child is zero (0) percent [72 P.S. 39116(a)(1.2)].
The tax rate imposed on the net value of transfers to or for the use of the decedent's lineal beneficiaries is four and one-half (4.5) percent, except as noted in
72 P.S. 39116(1.2) [72 P.S. 39116(a)(1)].
The tax rate imposed on the net value of transfers to or for the use of the decedent's siblings is twelve (12) percent [72 PS. 39116(a)(1.3)]. A sibling is defined, under
Section 9102, as an individual who has at least one parent in common with the decedent, whether by blood or adoption.

Service Retirement Fund by Matthew A. Regan.
According to our records, Mr. Regan contributed $47,500.07 to the Retirement Fund. A lump
sum death benefit in this amount was paid to Arline M. Regan on May 12, 2006. There was no
interest payable on these funds. The lump sum death benefit is not considered reportable income
for tax purposes. These funds were taxed when the money was withheld from Mr. Regan's
salary. A 1099R will not be issued.

This is in response to a letter, to the Thrift Savings Plan (TSP) Service Office requesting
information regarding the TSP account of Matthew A. Regan.
The TSP is one part of the retirement system created for Federal employees in the Federal
Employee's Retirement System Act of 1986. (See 5 U.S.C. 98351,8401-79). The TSP is a
tax-deferred retirement savings plan similar to those authorized under section 401 (k) of the
Internal Revenue Code for private sector employees. The TSP began accepting contributions
from Federal employees in April 1987 and from members of the Uniformed Services in January
2002.
In your letter, you requested information regarding the TSP account ofMr. Regan. Our records
indicate this is the only TSP account Mr. Regan owned, and the account was held solely in his
name.
Additionally, our records indicate Mr. Regan had one outstanding loan at the time of his death.
Loan number 0322004G outst~ding loan balance as of October 28th, 2005 was $5,455.46. This
loan was declared as a taxable distribution on November 18t\ 2005.

I will make all payments under tllis Note in the fonll of cash, check or money order.
I understand that the Lender may transfer this Note. The Lender or anyone who takes this Note by transfer and who is entitled
to receive payments under this Note is called the "Note Holder."
2. INTEREST
Interest will be charged on unpaid principal until the full amount of Principal has been paid. I will pay interest at a yearly
rate of 7 . 1250 %. The interest rate I will pay will change in accordance with Section 4 of this Note.
The interest rate required by this Section 2 and Section 4 of this Note is the rate I will pay both beJ()re and after any default
described in Section 7(B) of this Note.
3. PAYMENTS
(A) Time and Place of Payments
I will pay principal and interest by making a payment every month.
I will make my monthly payment on the first day of each month beginning on DECEMBER 1ST, 2004 I will make
these payments every month until J have paid all of the principal and interest and any other charges described below that J may
owe umier this Note. Each monthly payment will be applied as of its scheduled due date and will be applied to interest before
Principal. I f, on NOVEMBER 1 ST, 2034, J still owe amounts under this note, I will pay those amounts in full on that
date, which is called the "Maturity Date."
