I am in receipt of the copy of your letter to Glenda Famer-Strasbaugh, Register of
Wills and Clerk of Orphans' Court in Cumberland County, regarding your application for
a self-unity marriage license.
I spoke to our legal counsel in the House of Representatives and he had his staff
contact the Dauphin County officials. He has since advised me that this is clearly a
county matter, based on their interpretation of the law and, therefore, not a state issue.
