MUNICIPAL LIEN FOR SEWER SERVICES
North Middleton Authority, North Middleton Township, County of Cumberland,
Commonwealth of Pennsylvania by its solicitor, Broujos & Gilroy, P.C., hereby files its claim
for water and sewer services against the real estate hereinafter described and sets forth its
claim as follows:
STATEMENT OF CLAIM
The name of the municipality by which this claim is filed is North Middleton Authority, a
municipal authority of the Commonwealth of Pennsylvania, located in the County of
Cumberland and organized pursuant to ordinances of North Middleton Township.

The name or names of owner or owners or reputed owner or owners, of the property against
which this claim is filed is Joanne M. Stoner 70 Meadowbrook Road, Carlisle, Cumberland
County, Pennsylvania.

A description of the property against which it is filed is attached hereto and marked Exhibit
"A", with an address of 70 Meadowbrook Road, Carlisle, Pennsylvania.

The authorities under and by virtue of which this lien is filed is the Municipal Claims and
Liens Act of May 16,1923, P.L. 207, as amended and supplemented, 53 P.S. 7101 et seq.

The lien is claimed based upon the failure of the Defendant to connect their improved
property at the mentioned address to the Sewage Collection System of North Middleton
Authority in accordance with appropriate Connection. Defendants have also failed to pay
permit fees and connection fees. The amount claimed is $3366.44 plus interest from
September 15, 2005. Notice to Connect was given to the property owners in accordance with
the attached Exhibit "B".

BETWEEN TRUDY A. STONER, of Mechanicsburg, Pennsylvania,
Grantor
and JOANNE M. STONER, of North Middleton Township, Cumberland
County, Pennsylvania,

WITNESSETH, that in consideration of One ($1.00) Dollar,
in hand paid, the receipt whereof is hereby acknowledged, the
said grantor does hereby grant and convey to the said grantee,
her heirs and assigns.
AN 'UNDIVIDED ONE-HALF INTEREST IN ALL THAT CERTAIN lot or piece
of ground situate in North Middleton Township, Cumberland County,
Pennsylvania, bounded and described in accordance with a survey
and plan thereof made by Gerrit J. Betz, Registered Surveyor,
dated February 4, 1971, as follows:
i BEGINNING at a point, marked by a p.k. nail, in the center of
i Meadowbrook Road, Township Road No. 706, said point being
987 feet, more or less, north of the intersection of the center
lines of said Meadowbrook Road and State Highway No. 641,
Pennsylvania Legislative Route No. 21091; thence along land
formerly of Frank S. Cohick, now or formerly of John Gibson,
North 891.15' West 160.8 feet to a fence post in line of land now
or formerly of George Myers, Jr.; thence along said land North 00
45' East 85 feet to a fence post at a corner of land now or
formerly of Samuel E. Black; thence along said land South 890 15'
East 160.8 feet to a point, marked by a p.k. nail in the center
of Meadowbrook Road aforesaid; thence along the center of said
road, South 0° 45' West 85' to the point and place of beginning.
HAVING THEREON erected a one-story frame dwelling and other «
improvements.
BEING the same premises which Paul B. Orlowsky and Shirley A.
Orlowsky, his wife, by their deed dated October 27, 1986 and
recorded in the office of the Recorder of Deeds in and for
Cumberland County in Deed Book "G", Vol. 32, Page 561 granted and
conveyed unto Joanne M. Stoner and Trudy A. Stoner, as joint
tenants with right of survivorship.
It is the intention of this deed of conveyance to vest full title
in fee simple in Joanne M. Stoner, the Grantee herein.

The within conveyance is from daughter to mother and is therefore
wholly exempt of all realty transfer taxes.
And the said grantor hereby covenants and agrees that she
will warrant specially the property hereby conveyed.

Dear Ms. Stoner:
The installation of the water >hd sewer lines for the Meadowbrook Road. and Newvi Ile
Road is now complete, 0*vW1, this project moved along at a reasonable pace, even
though it seemed to drag on t6wards the end we are pleased with the workmanship of the
contractors.
This next phase of the pr jelli etgins with the North Middleton Authority issuing the
Notices to Connect and the?Connection and Tapping Fees. Both of these documents are
enclosed within this packa&.
The Notice to Connect ewjosod allows each property owner ninety (90) days o have
their property connected tq' 'systern. A connection permit (tapping fee) must be
purchased prior to eonneetmg to: the water and sewer systems. We do require an advance
notice of twenty-four houss,.of the connection for inspection purposes. Inspections are
available Monday throdgh.F?t#ays from 7:00 AM until 3:30 PM, excluding Authority
holidays. Permits are avail k'8t the Authority Office, 240 Clearwater Drive, Carlisle,
PA 17013, Monday thmu&,Ffifty 13;00 am to 4:30 pm.
The Connection Fees.eoclokAds the amount that each property owner will pay for the
installation of the pipeli' ,W'rork, providing your property access to the systems. The
Tapping Fee enclosed: is the, aunt that each property owner will pay for capital
investment that the Autho4tj+`hft made within the systems. The Tapping Fees are
calculated according to ilxe; di end placed upon the systems, which are based upon
usage, therefore multiple use,uctures such as apartment buildings or mobile home
parks will have Tappi4 Foe .teased upon the number of units, apartments or mobile
home sites or pads. Stith bfthew fees are to be paid within ninety days. If the fees are
paid in full within sixty- dayi?i 2% discount will apply to the connection fees. If the
assessment is not paid'wwiihin' the ninety-day period a lien will be filed against the
