DECREE OF THE REGISTER OF WILLS
AND NOW, this 14th day of December, 2006, upon consideration of the Petition for Grant of
Letters filed by Melvin L. Jacobs, Jr, for the above decedent and the instrument offered for probate as
the Last Will and Testament of Cecelia F. Jacobs, dated September 3, 2002, and containing certain
alterations and interlineations thereon, the Register of Wills having given consideration thereto, has
made an official determination regarding those alterations and interlineations and renders the following
decision:
IT IS DECREED that the instrument is not admitted to probate as The Last Will and Testament
of Cecelia E. Jacobs.
FURTHERMORE, upon consideration of the letter dated, December 8, 2006, from Edmund G.
Myers, counsel for Melvin L. Jacobs, Jf., IT IS FURTHER DECREED that Letters of Administration
are hereby issued to Melvin L. Jacobs, Jf. this date. Melvin L. Jacobs, Jr. shall have all the rights and
duties of a fiduciary under the laws of Pennsylvania and shall proceed with the administration of this
estate according to law.
