TO;The Honorable,~e Judq~s of the Above Court; 1.Mr,WILLIE LEE GETER,DAVIS,(senior),complaints that he has been in the States prison system since February 25th,1988.and that prisoner's are not provided the protection in the prisons mailing system(DC-ADM 803,in that outgoing letter are not affixed with a U.S.STAMP upon it being placed into a wooden collection boxes, we need U.S.Postal Stamps sold in our prison con~missary to affix stamp onto letter before it is deposited into the mail boxes,to ensure that our letters get the same protection as a citizens of the UNITED STATES regardless of our current condition. 2. Plaintiff,claims that some prisoner steal contents from the collection boxes, because they do not carrie an affixed U.S.Postal stamp,therefore,there's no fear of being prosecuted for mail destruction,due to the fact such letter's are not classified as authorized U.S.mail until a Stamp has been affixed upon it.some staff member's re-open outgoing letter for security reasons,some legal materisl is mischievousl played with,some are delayed and deviated from the senders stra- ight and direct course intended. 3. Plaintiff claims som~ inmates signature has been used for fraudulent endorse- ment of Government check,identification,and Social Security theft,G.I.insurance, G.I.Home loans and so on. Relief Sought,(1). The plaintiff demands that the States Attorney General acknowledge these facts and provide the sell of postage stamps in all state prisons,for the purpose of U.S.Postal laws, That Iron mail Boxes be provided by the U.S.Postal Service, (18 U.S.C.~Sec{1703-dela¥ or destruction of mail) (a) Who ever,beinG a postal service officer or employee,unlawfully secretes, destroys,detains,delays,or open any letter,postal card,packaGe,bag,or mail entrust- ed to him or which shall come into his possession,and which was intended to be conveyed by mail,or carried or delivered by any carrier or other er~ployse of the postal service,or forwarded through or delivered from any post office or station thereof established by authority of the postmaster General or the postal service, shall be fined under this title or imprisoned not more than five years,or both. (b) Whoever,being a postal service officer or employee,improperly detains, or destroys any newspaper,or permits any other person to detain,delay,or destroy the same,or opens,or permits any othe~ person to open,any mail or package of newspapers not directed to the office where he is employed;or whoever,without authority,opens,or destroys any mail or package of newspapers not directed to him, shall be fined under this title or imprisoned not more than one year,or both.
