Relpondent wal residing in Berlin, Germany.
9. The aforementioned Order of December 18, 1991 was illued
i\8 a relult of numerous difficulties encountered by Petitioner in
exeroising his legal rights with re8peot to Virginie.
10. Between June 28, 1990 and February 1992, Petitioner only
law Virginie on four oooasions.
11. In February, 1992/ Respondent deoided, unilaterally and
without notification to Petitioner, to leave Berlin and to relooate
in the United States with Virginie.
12. Since Respondent's relooation to the United stat.s, Ihe
has refused to permit the Virginie to visit with Petitioner.
13. In the summer of 1992/ Petitioner paid for a plane ticket,
despite thlt fact that the parties were to Ihare the expense of
travel, and provided a itinerary for travel from July US, 1992
through August 25, 1992 from th~ United States to France however,
Respondent failed and refused to ~ermit Virginie to visit
peti tioner.
