IN ACCORDANCB WITH CUMBBRLAND COUNTY RULB OF CIVIL PROCBDURB 1915.J-8(b), the
undersigned CU8tody Conciliator submits the fOllowing report:
1. The pertinent information concerning
Ilutigation is as follows:

CURRBNTLY IN
CUSTODY OF
Defendant/Mothar
NAME
BIRTHDATE
11 November 1990
Hanna Eileen Brndt
2. A Conciliation Conference was held on 5 July 1995 and the following
individuals were present: the Plaintiff and his attorney, Girard E. Rickards, Esquire;
the Defendant 8nd her attorney, Kenneth A. Wise, E8quire.
J. Item8 resolved by agreement: None
4. Issue8 yet to be resolved: Primary physical custody of the child and the
school which the child will attend in the fall.
5. The Plaintiff's position on custody is as follows: The father wants pri~ary
iphysical custody and he want8 the child to attend the Harrisburg Academy for preschool
leducation. He contends that the mother is unstable, becau8e she has an off-again,
I
ion-again relationship with her pre8ent boYfriend, and because she does not properly
i
~:supervise the child. Further, he contends that members of her family have a "long
,
I
ihistory" of incest and sexual abuse of other young girls within the falUy. He
,
Icontends he can better supervise the child becau8e of his flexible work schedule.
.....
6. The Defendant's position on custody is as follows I The MOther den lea all of
the father's accusation8 8nd wants prlmery phY8icai custody to continue in her. The
child has lived with her 81nr.e the parties separated In July of 1994 and 8he contends
she can properly care for the chlld. She also claims that the father haa a history of
violence toward the mother and has an explosive temper which he has difficulty
control! ing.
7. The father lives in a 2-bedroom house In suburban Harrisburg and lives alone.
He Is a self-employed contractor and claims he can adjust his schedule so that he Is
available as the child needs him.
8. The mother lives in a 2-bedroom house in New Cumberland with her fiance. Dean
Gorenflo. She works a8 a secretary at Fulton Bank from S to 4:30 Monday through
Friday.
'I 9. The father requested a psychological evaluation. but the mother ",auld not
agree to one until the father 8pecified his accusations about incest and 8exual
..isconduct in the mother's family. The father's attorney indicated he would file a
petition with the court seeking such an evaluation and would set out those accusations
in that petition. If the fatber makes those accusations. I believe a cU8tody
evaluation will be important to help the court evaluate the accusations and claims made
by both parties 80 as to properly determine ",bat is in the child's best interests.
I 10. I have attached an order 8cheduling a hearing. Hopefully the father' s
attorney will proMptly flle a petition requesting the psychological evaluation.

Petitioner
MARGARET ARNDT I
Respondent
110'1':1:011 lOR ~ IIB11'l'J\L BlEAII:l:llaT:l:OII 01' PUT:I:.. DO CJlILD
1. Petitioner/plaintiff is Edward H. Arndt, the father ot

5. At the Custody Conference, Plaintiff requested that a
custody Evaluation be done.
6. Defendant has refused to agree to a Custody Evaluation
even though the Plaintiff offered to initially incur the cost of
said evaluation subject to appropriate reimbursement to be
determined by this Honorable Court.
7. Petitioner is seeking primary physical custody of the
parties' minor child for the following reasons:
a. Defendant and her live-in boyfriend, Dean Gorenflo

SECOND PIlESB\'TERIAN CHURCH CIII LD CARE CENTER
SPRING,.,.,.. .1989
OHILDREN and SEXU'ALI'I'Y
Sprlng Is nearly here As the weather warms
and the troes burst lnto tlny buds and heavy
layera of clothlng are packed away In favor of
sundresses and shorts, we at the center annually
observe a renewed lnterest among the chUdren
about their bodies, how they work, and what
they look ll.ke, WhUe this Is lnevltab1e as the first
daffodil, It can be hard for many adults to
handle.
Human sexuality Is an emotionally charged
subject for most of us, We are reared to think
that the human body and Its pleasures are
subjects to be discussed only behlnd closed doors,
If at all. However. soclsty bombards us with
clearly sexual messages on our bUlboarcl.s. In our
magazlnes and TV programmlng, We have also
be..n led to believe that chUdren a.re nonsexual
lndlvlduals, and It can come as a shock to many
parents when they discover how sexually aware
their young chUdren really are, Parents are
puzzled as to how to handle questions or
behavior In t..">.elr youngsters which pertaln to
sexuality,
All human belngs possess certain Inborn
attributes, Along with lntellectual, physical,
social, and emotional characteristics Is that of
sexuality, To grow lnto an a.dult, s.ll chUdren
must develop In each of these areas, and most
parents not only accept the roles of guide and
teacher of their ch1ldren, they also welcome and
enJoy It, We are del1ghted and proud of emerglng
accompllshmsnts and learning, When a
3.year.ol<\, makes a new friend we realize this Is
a. part of her social development, How thrUled
we are when our 7.year.o1d finally learns to ride
his blc,'c1e without tra\n1ng wheels. Learning to
read Is a maJor mUestone In our culture and la
surrounded with rewards and attention,
Further, we have come a long way In allowing
children to express their feellngs appropriately;
we recc;gn1ze and appreciate this as an
Important aspect of future mental health.
Why, then, do s.ll of us, liberal and conssrvatlvo
allkB, feel ps.nlc. a.nxIety, and even guilt when we
realize our 4.year-old has been "pla.y1r.g doctor"
with another child? What Is It we fell.l' about
childhood curiosity, and what attitudes do we
need to consider In order to provide a ch1ld her
birthright as a sexua.lly responsible and
competent adult? First of all, parents need to
examine their own feelings about sexuality.
Many of us are afraid to admIt, even to oureelves,
what a pleasurable and Important part of our
l1veB our sexual behavior can be. We need to
recall our own childhood sexual memorIes and
become aware of how they may attect us e.s
parents.
lnterestlngly, many of us claim we have no
memories of sex play or sexual curiosity from
our early years, But research has offered
incontrovertible evidence that experiences of
genltal and bodily exploratIon appear to be
Prompt and straightfonvard communication from the Director to
parents let them know there was nothing to hide . . .
72
Young Children' January 1991
We need to be honest with ourselves about our own concerns and
anxieties about sex.
almost unlversalln human chUd.ren,
Psychologists might explain our "forgetting" of
, chUdhood experiences as the result of the pain
we may have endured from strong adult anger or
punishment. Thue. many adults have qulte
euccessCully repreased thelr feeUngs of curiosity,
Joy, and fascination with thelr bodies and thelr
"secret" p1eallUl'es, In order to cope with OUI'
need t.o be acceptable t.o our parents. we deny, by
"forgetting." one of the great glil.B of life,
Borne of us, fortunately, were exposed t.o eome
factual1nformatlon about blrth and
reproduotlon, and yet, many of us grew up
lenorant of the soope of sexuality and the
wonder of It, Most of us stumbled Into
e.dolesoence with Incomplete or erroneous bellefs
which left us ill.prepared for the monumental
awakenings of our bodJes.
11 we do not wish t.o perpetuate negative
patterns of sexual development and opt t.o allow
our chUdren access t.o healthy growth In this
area, we need, first of all, to open ourselves to
our chUdren's questions and actlv1tles even as
we open ourselves to our own sexual feelings
and values, Being "open" might mean discussing
sexuaUty at the dinner table. It could also mean
having appropriate books avaUable for your
chUd.ren, Parents who ars comfortable touching
and hugging one another "openly" demonstrate
the loving nature of marriage to thelr
youngsters, For other famUles of young chUdren,
shared baths and cozy cuddles In bed prov1ds
firsthand experience with human an&.tomy and
pJa.yCu.1 sensuality, How each of us approaches
these areas must be a personal reflection of our
own rellglous, phUoeophlcal, and cultural
backgrounds,
Next, we need to be honest with ourselves
about our own anxieties and ooncerns Involving
sex. We need t.o assess what we might w;sh to
change In ourselves and what 1B essent.lal to our
value system. What Is Important to us needs.
then, t.o be oommunicated to our children
without guJ.lt or shame, conveying the message
that they, t.oo, are sexual belng8 who will develop
their own sexual Identities as they mature. Ths
parent's role becomes one of guidance within the
framework of his own phUosophlcal beliefs,
Youns Children' January 1991
whlle slInultaneously leaving himself open to the
chUd's 'l.uestlons and thoughts,
The nee.;!. for parents to answer thelr
chUd.ren's questions freely cannot be emphasized
too strongly. All chUd.ren e.re curious about sex
and those who never ask. I suspect, may have
already come to the conclusion that Mom or De.d
doesn't want to talk about It. When 9. ohUd comes
to us for ln!ormatlon, we need to be shookproof
even when we are horrl!1ed by ths qussl, lon or
thB language. We need to remember that ths
llUl'est way to teach a chUd ths power of
unacceptable behav10r or words Is to react
Intensely to them, And, the sursst route to olosed
comm\J.I'!catlon Iles In an outraged eJt1:>resslon
that eays sexual curiosity Is "bad."
Furthermore, we need to be aocurate and
honest In our responses. If the answer Is "I don't
know," we might add, "When ws go to the
llbrar,t, Jet's flnd a book that will tell us." If the
question l:nvolvss arsas which are personally
troublesome, we nesd to work through our own
fsellngs l:n order to hSlp oW' chUd.ren develop
healthy sexual Identities and attitudes,
For Instance, If a 7.yee.r.old flnds an erotic
photograph on the strsst and brings It home to
Ull; If a 3-year.o1d shares his ereotlon with us; If
a lO.yea.r-old asks us to expJa.1n the mea.nlng of
tBC/; or l! a 4.year-01d draws a picture of a naked
person with ast.onishlng detaU, ws need to
recognize that thls ohUd trusts ue, He Ie not
being "ba.d" or "dirty" or "slntul"; he ls merely
curious, Depending upon oW' famUy's valuee. we
might respond with:
. That's a picture from a maga.zlne. It ehows a
penle and a vagina, Borne grown.ups 1lke t.o look
at pictures llke that, but I prefer to look at other
things."
· "Hmm"-assumlng there are no questions;
sometlInes the least response Is the best
response.
· "Wowl Your penis rea.lly grew. That happens
eometlInes t.o boys."
· "Gay is another word for homosexual. A
homosexual Is a grown up person who Is
attracted to somsone of his or her own sex," (If
your famUy has a rslatlonship with soms adult
;3
, ,
My experience as a mother and teacher has taught me that
condemning adult responses usually results in the end of open
communication.
who Is openly gay, he cr she could be named as
an example,)
. "You really must have worked hard on this
picture, I can see two eyes, nose, mouth, hair,
two arms, two legs, and a perus."
Even as we read these responses, purely
factual In nature, each of us may feel some level
of dJscomfort or unease, That should IndJcate to
us the forbidden nature oUhls toplo as well as
how strongly we want to believe In the fantasy
that sexual concerns ars born full.grown In
adolescence,
Another tip to parents Is to make sure our
3.l1Swers to ch11dJsh questlon~ are complete
enough, Like adults, chUdren comprehend only
what they are ready to take In. and too much
lnformatlon will no morB be asslmUated here
than It wauld be In o.ny other area. We need to be
concerned that we are telling "too little" Instead
of "too much"; our child will guide us II we really
l1sten. In a world where ch11dren are exposed
daily to more and more outside sources,
including half.t.rue tales passed from child to
child, It IB imperative that famUles "arm" their
youngsters w1th accurate information. Not only
must we communicate to our chUdren the facts
of human reproduction a.nd b1rth, but we must
also understand that genital touching Is very
usual In young children especially when tired or
under stress, and that bod11y exploration among
friends Is a papular game particularly among
4-year-olds.
Let us consider another point, Helping
children develop healthy sexual maturity
Involves approval and, perhaps, even celebration
of the sexual mUestones In their lives. All adult
women can recall their flrst menstrual period,
The fortunate ones grasped that they were not
bleeding to death. but the onset of menstruation
certainly was not greeted w1th any enthusiasm
or excitement. Didn't we label It "the curse"?
What If we could celebrate this marvelous
trllonBltlon Into womanhood w1th a famUy cUnner
and a bottle of ohampagnel Why should BUch an
Idea embe.rrass us wh11e honoring a high school
graduation seems totally appropriate? Even If
such an overt demonstration of approval Is not
consistent w1th your value system, we do need to
communicate somehow to our sone and
daughters that their changing bodies are a
wondertuJ part of growing '~p.
As our children grow toward adolescence we
need to give them all of the lnformatlon they
nsed to handle their awakening sexuality
responsibly. Regardless of our own feelings
about premarital and/or adolescsnt sexual
activity, keeping our ohUdren Ignorant (which,
of courss, Is a myth) Is no absolute assurance
that our children will respect our values and
abstain, elTen In the ags of AIDS. There is no
ev1.der.ce tllat teaohing children about sexuaJit;y
encourages them to become sexually aotive or
pronU$"..vu8 at a young age. In fact, honest and
open ~ommun1oat1on about sexual development
can satlsty the curiosity of a 13-yee.r-01d who
might othel"Wise be tempted to experlment In an
Immature and risky attempt to tlnd answers to
her qUbstlona, Ignoranoe 18 aJwB,yS more
dangerous than knowledge. Nowhere Is It more
clear than In the area of human sexuality,
