CIVIL ACTION
1. The Plaintiff is Citibank (South Dakota) N.A., a nationally
charted banking institution with a place of business located at
3940 Olympic Blvd., Erlanger, KY 41018.
2. The Defendant is IRENE C. MELEDIN , with a place of residence
located at 302 Cherokee Drive, Mechanicsburg, PA 17055.
3. At the request of the Defendant, Plaintiff issued to Defendant
a Citibank Visa credit card, account 114128002830414483; and at all
times relevant hereto, Defendant was the holder of said card
issued through the Plaintiff's credit facilities. A true and
correct copy of Defendant's application is attached hereto, made a
part hereof and marked Exhibit "A".
4. Defendant, upon acceptance and use of the Plaintiff's credit
card, agreed to be bound by the terms and conditions of
Plaintiff's revolving credit plan. A true and correct copy of said
Agreement is attached hereto, made a part hereof and marked
Exhibit "B".
5. The Defendant subsequently used the said credit card. As of
10-27-92, the Defendant had incurred charges in the sum of
$4,263.82, no part of which has been paid although duly demanded.
A true and correct copy of a statement of Defendant's account is
attached hereto, made a part hereof and marked Exhibit "CU.

I Itm rssponding on behalf of my spouse, Irene C. lIeledin. to court papers
received in the matter of Citibank (South Dakota) N.A. vs. Irene C. Meledin in
the Cumberland County Court of Common Plelts No. 95-1978 Civil Term by Attorney
MelvYn S. Mantz. attorney for plaintiff Citibank.
The m4tter concerne It debt due Citibltnk related to a Citibank Visit card.
Our position is as follows and we seek relief from the court thereto:
We havs never denied the debt due. In fact. we have acknowledged it and have
asked Citibank repeatedly to work with us on a payment plan after we fell in
arrears. Other creditors Itgreed to work with us during our time of dire
financiltl straits, and we have bebn able to clear several debts and Itre in the
process of clearing several others with creditors who worked with us on
payment arrangements. We were refused by Citibank. however. and Citibank
flatly refused to Itccept money in any form from us, telling us that they had
written off the debt and legltlly could not accept payment from us. During the
course of our attempts to negotiate. Citibank representatives were repeatedly
verbally abusive to us over the telephone and repeatedly threatened our
property. both of which, we understand. are violations of Pennsylvania law.
last summer, we were contacted by telephone one night by two alleged repre-
sentatives of Citibank who agltin deffidnded payment. refused to Itnswer our
questions about the status of the debt, refused to discuss a pltyment plan, and
refused to give us the name and telephone number of a Citibank official we
could talk to when said representatives became verbally abusive and
threatening over the telephone. When we Were able to steer the conversation
back to the possibility of a payment plan, they said we would have to sign a
judgment written by Mr. lIantz. which we later received in the mail and which
we felt we could not sign. given the fact that it required ue to waive all
legal rights of any kind in the matter and appeared to be more rspressive and
harsh thltn was legltlly allowed. We talked to the State Attorney General's
Office to initiltte a complaint Itnd notified Mr. IIltntz and Citibank of this.
As part of that, we presented Citibank with a written request for information
about the account. specifically requesting an explanation as to why we were
being asked for the money after being told previously we could not legally
make any kind of payments, asking for confirmation of the identities of the
two suspicious alleged Citib4nk employees referred to in the above paragraph
and confirmation that IIr. Hantz WitS indeed representing Citibank and that
Citibank was his client and that he was not misrepresenting himself itS such in
an attempt to collect a delinqusnt account he had purchased or that the
alleged employees had pirated from a computer database.
