AND NOW, this _~~~ day of August, lS95, upon consideration
of the Consent Agreement of the parties, the following Order is
entered:
l. The defendant, Edwin [.. Zinn, II, is enjoined from
physically abusing the plaintiff, Laurie J. Sheaffer, or from
placing her in fear of abuse,
2. The defendant is ordered to refrain from harassing and
stalking the plaintiff and from harassing the plaintiff's
relatives.
3. The defendant is prohibited from removing, damaging,
destroying or selling any property owned by the plaintiff or
jointly owned by the partien.
4. The court costs and fees are waived.
5. This Order shall remain in effect for a period of one
year or until modified or terminated by the Court after notice or
hearing, and can be extended beyond its original expiration date
If the Court finds that the def~ndant has committed another act
of abuse or has engaged in a pattern or practice that indicates
continued risk of harm to the plaintiff.
6. Th I s Order may subjec t the de fendant to: i) arrest
under 23 Pa. C.S. ~6113; II) a private criminal complaint under
23 Pa. c.S. 86113.1; i11) a charlie of indirect criminal contempt
under 23 Pa. C.S. 86114, puniahable b, imprisonment up to six
montha and a fine of $100.00-$1,000.00: and iv) civil contempt
under 23 Pa. c.S. 86114.1. Resumption of co-reaidence on tha
part of the plaintiff and defendant shall not nullify the
proviaions of the court order.
7. The Carlisle Police Department shall be provided with a
certified copy of this Order by the plaintiff's attorney and may
enforce this Order by arrest for indirect criminal contempt
without warrant upon probable cause, that this Order has been
violated, whether or not the violation is committed in the

adult individual currently residing with his sister, Lcisa Russell, at 217 Springview Road, Carlisle.

3, The defendant has had an intimate relationship with the plaintilT,
4, Since approximately January 1998, the defendant has attempted to cause and has
intentionally, knowingly, or recklessly caused bodily injury to the plaintiff. has placed her in
reasonable fear of imminent serious bodily injury, and has knowingly engaged in a course of
conduct or repeatedly committed acts toward her under circumstances which have placed her in
reasonable fear of bodily injury, 1 his has included, but is not limited to, the following specific
instances ofabuse:
a) On or about May 20, 1998, at approximately 7:00 a,m, the defendant
yelled at the plaintiff, called her names, threatened to get a gun and shoot her,
pushed her down onto the bed, lay on top of her, and held her arms down
restraining her Aller the plaintiff got away from the defendant. he continued to
harass her. threatened to destroy her personal belongings. threw her television
against the wall several times causing holes in the wall, threw an object at the
plaintill' which nearly missed her and smashed on the l1our. knocked another
television to the l10ur breaking it, threw dishes and glasses about the apartment
shaltering them. kicked in and smashed the stereo, and ransacked her belonllinlls,
Fearing for her safety, the plainti!l'ran from the apartment The defendant went
out onto the balcony and sereamed that he was going to kill her, The plaintitrs
neighbor telephoned the Carlisle Police who eseorted the defendant from the
plaintitrs apartment and told him not to return. The defendant returned to the
plaintitrs apartment approximately 45 minutes later, pounded on the door.
demanded that she let him in. and when she refused. he began screaming The
plaintitT telephoned the police tor help. and when they arrived, the defendant was
arrested. charged with harassment, stalking. disorderly conduct. destruction of
private property. public drunkeness. and drug possession, and taken to
Cumberland County Prison where he remains, A preliminary hearing was held on
Wednesday, May 27. 1998. at 245 pm, before District Justice Correal. and
charges of harassment, stalking, criminal mischiet: public drunkeness. use and/or
possession of drug paraphernalia. and possession of marijuana were bound over for
trial. The defendant's bail was reduced. he posted bail, and was released from
Cumberland County Prison
b) On or abollt May U, 1998, the defendant shoved the plainlill: who had a
sprained ankle. causing her to fall down and re.injure her ankle The plaintiff
sought medical treatment at the Carlisle Hospital for her injury and was put in an
air CBst to stabilze her leg as a result ofthis incident
c) In or about mid-April 1'l911, the defendant struck the ploinlil1' on the back
as ~he lay on the bed The plaintill'sustained bruising about her back and sought
medical treatment at the Carlisle 1I0spital as a result of this incident.
d) In or about March 1998, tbe delcndant grabbed the plainlil1' by the neck,
choked her, and slammed her against the wall
e) On Augu~t 14, 1995, the plaintill' tiled a Petition lor Prolection Order
against the defendant, a Temporary I'rotection Order was signed by Judge Bayley,
the mailer was sellled by Consent Agreement, and a tinal Protection Order wa~
entered on August 22, 1995,
l) Since approximately January 1998, the defendant has abused the plaintiff in
ways including, but nnt limited to, shoving her, slapping her about her head.
punching ber about ber head and arms, kicking her, restraining her, throwing
household objects at her, destroying her personal property, urinating on her
clothing and possessions, stealing money from her purse, threatening to have his
family members harm her, threatening to kill her, and threatening to kill the
plaintiff and himself
5, The plaintitl' believes and therelore avers that she is in immediate and present
danger of abuse from the defendant and that she is in need of protection Irom such abuse,
6, The plaintiff desires that the defendant be prohibited from having any direct or
indirect contact with the plaintilf including, but not limited to, telephone, wriuen or third party

LEGAL SERVICES, INC., the defendant is unreprcsented but is aware of his right to have an
allorney, The parties agree that the following may be entered as an Order of Court,
I. The defendant, Edwin Lec Zinn, II, agrees to refrain from abusing the plaintiff;
Laurie Jean She aller, or from placing her in fear of abuse
2, The defendant agrees not to have any direct or indirect contact with the plaintiff
including, but not limited to, telephone, written or third party communications,
3, The defendant agrees not to harass and stalk the plaintiff and not to harass her
relatives,
4, The defendant agrees not to go to the plaintiffs place of employment.
5, The defendant agrees not to damage or destroy any property owned by the

6, The defendant agrees to stay away Irom the plaintitl's residence located at 132

behavior by entering into the ballerer treatmcnt program (CHOICES) through Tressler Lutheran

remaining in group until released by therapists The detendant agrees to contact both programs
within 7 days of thc entry of the Protection Order and schedule intake interviews to begin
services,

10, The detendant understands that the Protection Order entered in this matter will be
in effect for a period of one (I) year and can bc extendcd beyond that time if the Court finds that
the defendant has committed an act of abuse or has engaged in a pallern or practice that indicates
