ORDER AND DECREE
AND NOW, this _I }f'day of h"L 'n'-('-i'", 1995, upon
presentation and consideration of the Petition for Appointment of
Dickinson College Private Police, it is ORDERED AND DECREED as
followsl
1. Jay M. Hirnes, 4 Oakshire Dr! ve, Hurnmelstown, PA 17036,
is hereby appointed pursuant to 22 Pa. C.S. ~5D1 to act as a
private police officer for the Dickinson College Campus.
2. That before comrnencing the duties of a private police
officer for Dickinson College, said Appointee shall take and
subscribe to the following oath of office as required by Article
6, Section 3 of the Constitution of Pennsylvania, which oath
shall be recorded by the cumberland county Recorder of Deeds I
I do solernnly swear (or affirm) that I will support,
obey and defend the constitution of the United States
and the Const Hut ion of this Comrnonwealth and that I
will discharge the duties of my office with fidelity.
3, Said Appointee shall, when on duty, wear a rnetallic
shield with the words "Special Officer, Dickinson College"
inscribed thereon.
4. The Prothonotary of this Court shall tl'ansrnit a
certified copy of this ORDEH AND DECREE to the Office of the

PETITION FOR APPOINTMENT OF
DICKINSON COLLEGE PRIVATE POLICE
AND NOW, Dickinson College, by its attorneys, McNees,
wallace & Nurick, respectfully request that this Court appoint a
private police officer for the Dickinson College Carnpus, and in
support of its request states as followsr
1. The Petitioner, Dickinson College (hereinafter
"Petitioner"), is a non-profit corporation existing under the
laws of the Cornrnonwealth of Pennsylvania and operates a college
at Carlisle, Curnherland County, Pennsylvania.
2. The Petitioner's carnpus consists of large areas of
grounds which are open to the public in and around the Borough of
Carlisle.
3. Section 501 of P.L. 1063, No. 271, dated Novernber 15,
1972, as arnended, (22 Pa, C.S. ~501) authorizes any non-profit
corporation to petition the Court to seek the appointrnent of
private police officers to act as police officers in the
irnmediate and adjacent vicinity of the non-profit corporation's
property,
4. The Petitioner has, in the past, had individuals
appointed by this Court to act as private police officers for the
Petitioner to care for the safety of the Petitioner's students,
staff, and the general public, and to provide for the protection
of the Petitioner's property.
5. The Petitioner designates the following individual as a
candidate for appointrnent as a private police officer and
respectfully requests the Court to rnake said appointrnentl

WHEREFORE, Petitioner Dickinson College respectfully
requests this Court to appoint Jay M. Hirnes as a private police
officer for the Dickinson College Campus,
