empowerel to borrow on the f•.iit':i of the Commonwealth at such true in such
G am^unts anal with such n ;tico as they may deem most ezpedieut for the
7 interest of the State any suai not exceeding three millions of dollars and'
8 issue ccrtific;its of loan or l~on:ls of the Cocn~nouwealth fur the same bearing
9 six per cerium interest her annum payable scnai-annually in the city of Phila-
10 dclphia ~shich certificates of loan or boncl~; shall not l;c subject to tax;rtion
11 for any purpose «•hatever and shall be reimbursable at any time after the

l~ espiratron of ten years from their date and the sum so borr;,~red or so much
13 thereof as may be necessary shall be and the same is hereby apl,r;;pri,rtel to
14 defray the expense of organizing arming ecluippiug transporting and supporting
] ~~ the military farces of this State now or hereafter to Le called into service
16 in aid of tl?e government of this State or of the l~nited States and to
17 enforce the Iaws thereof and all inci'ental expenses connected therewith
I S Provided That no certificate of loan or l=oad shall be issued fur a less sum

20 denomination of one huudred dvllars cr less shall be coupon bonds Provided

incident to the negotiation of scch luau the prepar~ltion of the bonds or
