It shall be the duty of the persons so appointed in each township and ward of each county, before assuming the charge ar.d expei;se of the burial of the body of any soldier, sailor or marine in their ~o~~•nship or ward under the provisions of this act, to first satisf}~ themselves, by a careful induiry into and e~antination of all the circumstances in the case of such deceased soldier, sailor or marine, ~~ hose l;c.dy they alie celled up_nt to h_iry, s~rve_l iu the army or navy of the Jnited States during the late rebellion, or any preceding war, and u~as honorably discharged, ar.d died in their to~~~nship or ward, leaving insutlicieiit means to defray the necessary burial expenses ; whereupon, if they are satisfied such facts exist, they shall take charge of the body of such deceased soldier, sailor or marine and cause it to be buried in the manner mentioned in the first section of this act, and thereupon they shall immediately report their actions in the case to the County Cununissiouers of their county, settwg forth the facts ascertained b}- them, together ~~ith the name, rank and command to ~ehich such deceased soldier, sailor or marine belonged at the time of his discharge, acid the date of his discharge, the character of his occupation immediately preceding his death, the date of his death and place of his burial, and also an accurately itemir.ed statement of the expenses in- cur:~ed in and about such burial ; which report shall he duly attested by three reputable persons of full age residing in the township or ~~~ard in ~~~hich such deceased soldier, sailor or marine died, kno~~•ing the fact that such deceased soldier, sailor or marine died without sufficient means to defray the necessary burial expenses. It shall he the duty of the l ounty Couunissioners of each county of this State, upon re- ceiving the reports and statements of expenses from their appointees under the provisions of this act, to transcribe iu a book to be kept for the purpose, all the facts contained in such reports and statements, and to draw ~~:u-rants upon the treasurer of their count~~ for the payment of such expenses not excecding~, ho~~~evcr, the said sum of thirty-fire dollars on each body buried in accordance ~~~ith the provisions of this act, to be paid out of the food of the cuunt~-, and such warrants shall be made pnyahle to the persons appointed under the provisions of this act, who shall have buried the bodies for which the warrants are to be drn~~~n. It shall also be the dot}- of the County Commissioners of each county in this State, upon the death of any soldier, sailor or marine within their county, who shall be buried under the provisions ~f this act, to cause a headstone to be placed at the head of the grave of each deceased soldier, sailor or marine, containing his name, and, if possible, the or<~~anir.ation to which he belonged or in which he served, to be of such material and design ns they may deem suitable, and the expense of the same shall be paid out of the funds of the count}• in which such soldier, sailor or marine died : 1'ro~~idcd, Iroa~<<~cr~, 'T'hat the expense shall not exceed the sum of ffteen dollars for such headstone, and the County Commissioners of each county, act- ing under this section, shall draw a warrant on the treasurer of their county for the pa}•ment of such expense, iu favor of the party or parties furnishing such headstone.
