It shall be the lute of the persons so appointed in each township and ward of each count}•, befi>re assuming the charge and esnense of the burial of the body of any soldier, sailor or marine in their township or ward under the provisions of this act, to fiat satisfy themselves, b}~ a careful inquiry into and er<uninatiuu of all the circumstances in the case of such deceased soldier, sailor or marine, whose body th.}~ are eali~cl r:pon to bury, scryed in the arm.' or -nay}• of *.he Unit.d°,:atcs du~~in~ :he l:~t~ re:;~ilion, or an}- preceding war, and was honorably discharged, avd died in their tvwnship or ward, leaving insufpicient means Cu defra}• the necessary burial expenses : whereupon, if they are satisfied such facts exist, they shall take. charge of the b.,dy of such deceased soldier, sailor or marine and cause it to be buried in the manner mentioned in the first section of this act, and thereupon they shall inunediately report their actions in the cas-;: to ehe County Commissioners of their county, setting forth the facts ascertained by thorn, together with the name, rank and command to whieli such deceased soldier, sailor or marine belonged at the time of his dischar;~e, ,md the date of his discharge, rife character of his occupation immediately preceding his death, the Gate of his death and place of leis burial, and also an accuratcl}• itemized statement of the expenses in- curred in and about such burial ; ~ehich report shall be duly attested by three reputable persons of full age residing iii the township or ward in ~yhich such deceased soldier, sailor or marine died, knowing the Fact that such deceased soldier, sailor or marine died without sufficient means to defray the neces~are burial expenses. ji?c'rto~ ,;. It shall be rife duty of the County Commissioners of each county of this State, upon re- ceiving the reports and statements of expenses from their appointees. under the provisions of this act, to transcribe in a book to be kept for the purpose, all the f.ets contained iu such reports and statements, and to draw ~yarrauts upon the treasurer of their county for the payment of such expenses not exceeding, however, the said sum of thirty-five dollars on each body buried iu accordance with the provisions of this act, to be paid out of the fiu:d of the county, and such warrants shall he made pa}•a},le to the persons appointed under the provisions of this act, w-ho shall have buried tl~e belies for ~~~hich the warrants are to be dra~~-n. It shall also be the duty of the County Conunissioners of each county in this State, upon the death of any soldier, sailor or marine within their crninty, who shall be buried under the provisions of this act, to cause a headstone to Le placed at the head of the grave of each deceased scidier, sailor or marine, containing his name, and, if possible, the organization to which he belonged or in ~~•hich he served, to he of such material and design as the}' may deem suitzhle, and the expense of the same shall be paid out of the funds of tl:e county iu which such soldier. sailor or marine died ; Provia'cd, Irorr~ez~er, That the expense shall not exec-ed the sum of fifteen dollars for such headstone, and the Conntv~Comn:issioners of each county, act- in~ miler this section, shall dray :~ ~yarruit on the treasurer of their county fur tl~e pa}•uient of such expenss, in f:~ ~_ vt tl:ei:+.rt_ __ i'.•,._., !i~c...sliic~ ~uch Le'u'.stc._--, .
