That the treasurer of cacti county and city, the burgess or other chief' officers of cacti incorpor- ated district, or borough of this Commonwealth, within ninety days after the paseage of this act, shall make return, under oath or ai~irmation, to the 1luditor General, of the amount of scrip, bonds, or certificates of indebtedness, outstanding by said county, citti-, district, borough or incorporation, as the same existed on the first day of January, one thousand eight hundred and sixty-four, and of each succeeding year thereafter, together with the rates of interest thereon, at each of those periods, undue the penalty of •~ive tlaoresrc~zd dddars, tlic amount to be settled by the Auditor General, a~~d the ~,~mount thereof sued for and collected as debts due by dufi~ulting• public officers are collected : Provided, THat ~m the receipt of said returns, the Auditor General shall proceed to nettle the accounts of each count;-, city and borongli ~aitli the C~ommun- wealth, fi~ the State tam due and unpaid, and transmit notice of the amount, by mail, to officers making said returns ; and that if the amount, so found due; shall not be paid witliiii si1t~5- days, the Attorney Geu- eraf shall sue and collect the name with interest from the date of such settlement; and Hereafter, it shall he the duty- of the treasurer of every county, city, boruugli and incorporated district in this Common«-ea-lth, to deduct the said Mate tae, on payment of any interest or dim idend, on debts due by the county, cite, bor- ougH, or incorporated district, and pay the same o~ er to the Mato 'Treasurer within thirty days after tdie acid interest or dividend Has f tiller clue.
