NOTICE TO CONTRACTOfi~S
Sealed proposals will be received by the Commissioners of
Cumberland County at their office in the Court House,
Carlisle, Pennsylvania, until .1x30 P.M., EoDoSoTo, and
publicly opened and read at 2e30 P.Mo, EoDoSoTo, on Thursday,
August 17, 19Fi1, for furn~.shing tools, equipment, labor and
materials necess~.ry and proper for thoroughly cleaning all
structural steel and applying two coats of paint to the
following bridgese
Cumberland County Er~,dc~e No ~ Y°5 , kno®an as Fullin,
over Yellow Ereeches Creek in Lower Allen Townshipo
Cumberland County Er.idge Noo Y°2, known as Etters,
over Yellow Ereeches Creek in Lower A]~len Townshipo
Copies of the specifications may be obtained from the Chief
Clerk to the Coanmi.ssioners e
A certified check in the sum of $250000, to the order of the
Commissioners of Cumberland County, shall accompany the bid
on each bridge as a guarantee of good faith, and to protect
the County from any loss by failure to comply with the terms
of the proposalo
A bond in the sum of the contract price will be required
for the faithful performance of the contract; and an
additional bond in the sum of the contract price will be
required to guarantee the payment of all labor and materials
entering this Tn~ork, or incidental theretoa
The right is reserved ~o reject any or all p~°oposals and
to award the contracts in such manner as may appear to be
to the best interest of the County of Cumberlando

WORK PROPOSEDs
1. The intent of these specifications is to thoroughly scrape
and clean the structural steel, and apply two coats of paint
to Cumberland County Bridges Y-5 and Y-2, bath over Yellow
Breeches Creek in Lower Allen Townshipo
20 The work to be performed will consist of furnishing tools,
equipment, labor and materials necessary and proper to obtain
the results described hereino
COUNTY BRIDGE y-Ss
3, County Bridge Y-5 consists of 7 panels C 16'-0" or
112'-0" between End Pins, 14'-9" center to center of Trusses,
18'-0" between centers of top and bottom chords and floor of
5" Open Steel Beanie
COUNTY BRIDGE Y-2:
4e County Bridge Y-2 consists of 8 panels @ 16'-4~", or
131'-0" between End Pins, 17'-0" center to center of Trusses,
18'-0" between centers of top and bottom chords and floor of
5" Open Steel Beanie
PROPOSALS:
5. All proposals must be for the Work complete in full
accordance with these specifications, and shall be made on
the form attached to and forming a part o£ these specificationso
6, In case of discrepancy between the writing and figures in
the proposal, the amount in writing shall governo

OERTIFIED CHECK a
7a Each bid must be accompanied by a certified checks drawn on
a National dank or Trust Companys payable to the Co~unissioners
of Cumberland Countys Pennsylvanian in the amount or amounts
set in the advertisements said check or checks to be returned
to the bidder unless forfeited under the conditions herein
stipulated All such deposits except that made by the
successful bidder, will be returned by mail to the name and
address given in the proposals within three days after the
contract has been awardedo
FORFEITURE OR CERTIFIED CHECKo
8o In the event the F~arty or parties to whom the contract is
awarded shall fail or neglect to execute the contract and
furnish satisfactory bonds in the time spec.ifieds the Owner
may determine that the bidder has abandoned the contract and
thereupon the proposal and acceptance shall be null and voids
and the certified check accompanying the proposal shall be
forfeited as liquidated damages for such failure or neglects
and to indemnify the Owner for any lose which may be sustained
by failure of the bidder to execute the contract and furnish
the bondso After the execution of the contract and the
acceptance of the bonds by the Owners the check of the
successful bidder will be returnedo

9~ The Contractor will be required to furnish a bond with a
surety Company within ten days after notice of award of contracts
in an amount not less than the Lump sums for the faithful
performance of the contracts and to indemnify and save harmless
the Owner from all suits or actions of any kind or description
brought against same for or on account of any injury received
or sustained by any party or parties by or from the said
Contractors his agents or servants in the construction of his
work; or by or on account of any act or omission of the Con
tractor or his agents; and to save harmless indemnify and
defend the Owner from any or all claims for infringement of
patents or royalty claimso The contractor shall a~.so furnish
an additional bond with a surety Company in an amount not less
than the Lump sum, which shall guarantee the payment of all

24o All paint used shall conform to the res~uirements of latest
revision of Bulletin 26 of the Department of Highwayso All
containers of paint delivered to the bridges shall bear the
Department's stampo The paint for all spot painting and the
first coat shall be red leado The second coat on the floor
shall be gray on the floor and elsewhere shall be aluminuma

25o The steel floor shall be spray panted, but all other
steel shall preferably be brush painted.o Paint shall be
applied only when the temperature is at or above 4~ degrees Fo
It shall not be applied on damp surfacers or upon metal
containing frost, nor shall it be applied when mist is in the
air, or conditions otherwise unsatisfactoryo Paint shall be
thoroughly stirred before removal from the containers and
shall be stirred as it is being applied to keep the pigments
in suspensions

spot painted and given time to set before the first coat of
