l;resent poor districts and the organization of the County Institution District, the deter-
rnination of responsibility for relief cases, the preparation of budgets, and to provide them
with a r;encral ouilinc of their powers, duties and respon~ibilitics under the provision, of

While the tables represent the result of a careful study of the laws, and are believed to be
accurate, neverthe'_ess, some of our interpretations may subsequently be changed by State

(1) An Independent Poor District is one «rhich is not coterminous with a county.
(2) Case .~: If a poor district is coterminous ~~-ith a municipality, its assets arc transfcl•red to and vested in the nlunici-
palit:y subject to conditions outlined under "\otc" below.
Case B: If a poor district lies in Inure than one municipality, the assets are transferred to and rested in the tnunici-
pa]ities in the proportion that the. last assessed valuations of real estate for county purposes in each numici-
pality bears to the total for the municipalities in the old poor district. (Decree of distribution shall be made
by Court of Contnlon Pleas, subject to conditions outlined under "dote" below.)
NoTr;: Even though title to real and personal property shall he transferred to and vested in such Inunicipality~cn•
municipalities and recorded in the office for rocrn•ding of deeds of the county, the C',ounty Commissioners
are given pusscssion of any real property t rallsfc;rred and of all tangible personal property uscrl in connec-
tion with it, so long as they require it, or until they acquire it. However, if the comnlissioncrs require it
and do not acquire it, a fair rental, to he fiticd and apportioned by the Court of Common Pleas, must be paid.
When municipalities receive an offer for purchase, t11e coinniissionets must either acquire the property or
permit municipalities to sell it.
