No thoughtful ritizcn wants any child to be
forgotten, deserted, or neglected because his
parents are dead, or ill, or because they cannot
provide adequate care.
Virtually every conununity has forgotten
children. Fe~v couununities know their utun-
ber, or have plans providing care for every
child that needs protection.

On January 1, 1938, the dependent and
neglected children in Pennsylvania became the
responsibility of the County Commissioners in
each county. At the same time a ne~~• oppor-
tunity for giving these children the kind of
care they need has been offered tinder the
Social Security Act.
=\Ppropriations to assist neglected and de-
pendent children are authorized by the Federal
Social Security Act to State public-welfare
agencies. Pennsylvania's annual allotment of
$70,000 is administered by the Rural Exten-
sion Unit, Bureau of Conununity Work, De-
partment of \\'elfar<.
