Of the 26 counties which are eligible for Federal
funds under our ruling of 58~o rural, the following have
shown an interest at some time:

Bucks Center McKean
Chester Fulton Mercer

Chester, Fulton and Greene have with drawn their interest.
Schuylkill has been dropped temporarily, but should be
approached again as there is some interest there. Armstrong,
Clinton, Jefferson, P,2ercer, Lawrence and A~IcKean, have never
actually rejected our offer but have not followed along with
any interest. Center County vrotzld like to have a psychiatric
service from us, but not the regular pro -ram. Westmoreland
has asked for our consideration but we question whether out-
side help is needed for their present program.

The countiesin which there is great need and no
interest include Butler, Cambria and Center.
I hope that this gives you a picture of how the
various counties stand in relation to Child_ '~'Ielfare Services.
In the ten counties in which Child 4~/elf are Services
are organized, office space and equipment is furnished by the
County Commissioners. In Cravaford, ~r25 a month of the steno-
grapher's salary is paid by the County Commissioners. In
Erie County, one 'calf of the salary of our worker is raid by
the Institution District, a.s she supervises two v~rorkers already
in the agency and not on Federal funds. In Northumberland
County we have set up a budget for three workers a.nd the travel
for all three is to be carried by the County Commissioners. In
Fayette County ~n~e are asking that the travel for two workers
be taken over by the County in vie~nr of the fact that vae are
adding a second worker on Federal funds. v!e are having in-

creasing pressure from the United States Children's Bureau
in Washington for local participation, a.nd that is the
direction the -aro~-•ram should take at a rate which is poss-
ible for each county.
